The default UK public sector evaluation method since PA23 — formerly MEAT.
MAT (Most Advantageous Tender) is the post-2024 evaluation framework introduced by the Procurement Act 2023 to replace MEAT (Most Economically Advantageous Tender). MAT requires buyers to assess bids on a balance of quality, social value, environmental and economic considerations — not price alone. Typical splits are 60% quality / 30% price / 10% social value but the buyer publishes their own weightings in the ITT. Suppliers should align bid content directly to the published MAT criteria, scoring each sub-criterion explicitly.
