An ITT (Invitation to Tender) is the formal document a UK public sector buyer issues to invite suppliers to submit a competitive bid for a specific contract. It contains the scope, technical specification, evaluation criteria (typically MEAT/MAT), award timeline, contract terms, and the response questions suppliers must answer. ITTs are the open-procurement equivalent of an RFP. Under the Procurement Act 2023, ITTs must publish via Find a Tender Service or the relevant devolved portal and stay open at least 30 days for above-threshold contracts. Suppliers respond by completing the response questions, submitting pricing, and uploading evidence — typically through a portal (PCS, Sell2Wales, Atamis, ProContract, In-tend etc.).
