A UK public-sector framework is a pre-procured agreement between contracting authorities and one or more suppliers, setting out the terms (price, quality, scope) under which contracts may be awarded over a defined period — typically 2-4 years. Once a supplier is on a framework, individual contract awards happen via mini-competition or direct award, with much lower bid effort than open tendering.
