A UK public-sector framework is a pre-procured agreement between contracting authorities and one or more suppliers, setting out the terms (price, quality, scope) under which contracts may be awarded over a defined period β typically 2-4 years. Once a supplier is on a framework, individual contract awards happen via mini-competition or direct award, with much lower bid effort than open tendering.

G-Cloud (digital services) and NHS SBS Multi-Disciplinary Consultancy frameworks have the lowest barriers to entry β no minimum revenue requirement, no proof of past public-sector experience required at submission. Both refresh annually.
Yes β many contracts are still procured via open tendering on Contracts Finder / Find a Tender. But once you're on a framework, call-off awards happen with much lower bid effort, so most established public-sector suppliers target framework membership as a strategic goal.
