The main UK public-sector transport frameworks and DPS cover fleet, logistics, passenger transport and related services. They are run by bodies such as Crown Commercial Service, NHS Shared Business Services, ESPO, YPO and other consortia, plus commercial framework operators. Each sets pre-agreed terms so buyers can call off contracts via mini-competition or direct award.
Frameworks run open procurements every 2–4 years; a Dynamic Purchasing System (DPS) is open on a rolling basis so you can apply at any time. You complete a selection questionnaire and, if you meet the conditions, you are admitted and can bid for call-off contracts.
A framework is a fixed-term agreement with a set list of suppliers; a DPS stays open for new suppliers to join throughout its life. DPS suits fast-moving transport markets where new suppliers should be able to join continuously.
Applying to most public-sector frameworks and DPS is free for suppliers. Some commercial framework operators charge a management fee on awarded call-offs rather than to join.
