Pre-PA23 evaluation framework. Replaced by MAT in 2024.
MEAT (Most Economically Advantageous Tender) was the EU and UK public sector standard evaluation framework from 2014 to 2024, requiring buyers to balance quality and price (rather than awarding on lowest price alone). It was replaced in the UK by MAT (Most Advantageous Tender) when the Procurement Act 2023 came into force on 24 February 2025. Notices issued before that date still use MEAT terminology; suppliers responding to legacy frameworks (e.g. some CCS DPS contracts) may still see MEAT criteria.
