PA23 — Procurement Act 2023

The Procurement Act 2023 (PA23) is the UK legislation that replaced the Public Contracts Regulations 2015 from 24 February 2025. Key changes: MEAT renamed to MAT, central debarment list, mandatory transparency notices, expanded SME-friendly provisions including a 30-day payment cap through the supply chain, and a new "competitive flexible procedure" replacing the old competitive procedure with negotiation. SMEs particularly benefit from the new pipeline notice requirement (buyers must publish their procurement pipeline 18 months ahead) and the streamlined procurement notice format.
