PQQ (Pre-Qualification Questionnaire) is the legacy name for what is now called the Selection Questionnaire (SQ) — the document UK public buyers use to filter suppliers before the bid stage. The terminology officially changed in 2016 to match the EU Single Procurement Document (ESPD) standard, but "PQQ" remains in common use and you'll still see it in older tender documents and at some local councils.
