A lot is a subdivision of a tender into separately awardable parts — typically by geography, sub-category, or supplier size. PA23 strengthened the SME-friendly requirement to divide large tenders into lots where commercially sensible, including reserving specific lots for SMEs. Buyers must justify in writing if they choose NOT to lot a large procurement. Suppliers can typically bid for one, several, or all lots and may be awarded the full set or a subset depending on lot interaction rules in the ITT.
