Framework Agreement

A framework agreement is a multi-supplier panel set up by a buyer (or buying consortium) to deliver a category of work. Suppliers are admitted via competition at framework launch, then individual contracts ("call-offs") are awarded either directly (where the framework permits) or via further mini-competition between framework suppliers. Typical UK frameworks last 4 years. Major UK frameworks include Crown Commercial Service's Big 5 (G-Cloud, DOS, Public Sector Resourcing, MCF3, Estates Professional Services), NHS Shared Business Services frameworks, ESPO, YPO, NEPRO, Bloom NEPO.
