A Dynamic Purchasing System (DPS) is an electronic procurement vehicle where the supplier list stays open throughout the DPS lifetime — suppliers can apply to join at any point, rather than only at framework re-tender. Each call-off mini-competition is run between the suppliers who qualify at that moment. DPSs are common in social care, IT staffing, and professional services. Examples: NHS SBS Healthcare Staffing DPS, CCS's G-Cloud (now closed to applications and replaced by G-Cloud frameworks). DPS terms are typically 4-10 years.
