Evaluation criteria are the explicit, published rules a buyer uses to score and rank bids. Under PA23 these must be in the tender notice or ITT and cannot be changed mid-procurement. Most UK public sector tenders use MAT scoring split across Quality (often broken into Technical, Method Statement, Case Studies, Social Value), Price, and Mobilisation. Each section has a percentage weighting; sub-criteria typically have their own sub-weightings.
