Chartered Institute of Housing (CIH) Level 4 & Level 5 Professional Qualifications Training Provider Framework (Light Touch)
Aster seeks to appoint qualified Providers to deliver CIH-recognised housing qualifications at Level 4, Level 5, and associated top-up modules. These qualifications are aligned with the Competence and Conduct Standard under the Social Housing Regulation Act 2023.
The Social Housing Regulation Act, 2023, mandates that all “relevant managers” defined as senior housing executives and senior housing managers must hold or be actively working toward (within a three-year transition period) professional qualifications that meet the Institute for Apprenticeship and Technical Education (IATE) occupational standards for Senior Housing and Property Management.
Specifically:
•Senior Housing Executives: Foundation Degree in Housing (CIH) or Level 5 Diploma
•Senior Housing Managers: Level 4 Certificate in Housing
To meet these requirements, Aster proposes establishing a Flexible Framework (under Light Touch Regime) of approved training providers capable of delivering CIH-approved qualifications at scale, on demand, and through diverse pathways.
This approach ensures adaptability to individual learning needs and organizational priorities.

Provision of Housing & Homelessness: Accommodation, Support, and Prevention
Somerset Council is developing future options for its housing and homelessness provision. The aim is to establish a more flexible, person‑centred, and solutions‑focused offer that can better meet the diverse and changing needs of residents. This includes strengthening our homelessness prevention approach and expanding opportunities for social prescribing into appropriate accommodation and support pathways.
As part of this work, the Council intends to establish a Countywide Framework that brings together previously fragmented services into a more coherent, consistent, and coordinated system. This new model will support improved accessibility, clearer pathways, and more equitable provision across Somerset.
We want to move toward a model that enables tailored interventions, promotes independence, and provides responsive support at the right time. Through this market engagement activity, the Council is seeking insight and feedback from providers to help shape a more effective and collaborative system.
This engagement also forms part of the wider re‑commissioning programme, where joint ownership, partnership working, and co‑production with providers and stakeholders - including Somerset Council, commissioned service providers, housing partners & referral agencies, Somerset NHS Foundation Trust, Public Health, VCFSE partners, and people with lived experience - will be key elements of the future design (this list is not exhaustive).
It is anticipated that any new arrangements would commence on 1st April 2028

MGN0239 - Systems Provider(s) for Housing Associations
We are seeking new digital solutions across Housing, Finance, CRM, and HR that offer strong, modern functionality and can integrate seamlessly with one another. The goal is to adopt standard, out of the box processes rather than heavily customised systems, ensuring consistency, efficiency, and improved user experience across the organisation.
The desired platforms should:
•Housing: Provide end to end housing management including tenancy, maintenance, compliance, scheduling, and mobile capability, with integrated financial and HR linked features.
•Finance: Offer intuitive financial management, automated workflows, real time data and analytics, asset management, and seamless links to Housing, HR, procurement, and CRM systems.
•CRM: Deliver a single, accurate customer view, strong case management, integrated communications, appointment scheduling, and connectivity to Housing, Finance, and HR.
•HR: Support workforce planning, recruitment, onboarding, learning, performance management, and analytics, with links to Finance, CRM, and Housing for workforce availability, payroll, and resource planning.
All solutions must support robust integration, including standard APIs and pre built connectors, to enable smooth data sharing across business areas. A single supplier delivering a unified platform is preferred, but Magna will consider multiple suppliers if necessary.
The current Residential Children’s Placements light-touch pseudo DPS is scheduled to close on 31 March 2026.
An extension is required to allow sufficient time for the development and implementation of a new regional purchasing agreement that will encompass all 14 South-West local authorities. Given the scale and complexity of this collaborative project, it is anticipated that the new arrangement will take approximately two to three years to become fully operational.
This extension will ensure continuity and stability for all stakeholders involved.
