Swindon Borough Council is undertaking Preliminary Market Engagement (PME) with providers across the market to inform the future commissioning of supported housing services for adults within the local authority area. The Council currently commissions a range of supported housing provision and is seeking to use this engagement to help shape its future approach. This builds on insight gathered from current providers, professionals, and people with lived experience. The scope of this exercise focuses on supported housing services for adults with the following needs: • People experiencing or at risk of homeslessness • individuals with a mental health need • adults with disabilities It should be noted that some elements of current provision will not be included, as existing arrangements are due to conclude at different times. Separate arrangements are being developed for children’s supported housing, including a dedicated preliminary market engagement and subsequent tender exercise. It is anticipated that future services would involve the provision of accommodation and support for adults who are unable to maintain independent living. This includes individuals experiencing or at risk of homelessness, and those with disabilities or mental health needs. Services will be expected to support individuals to sustain accommodation, promote independence and wellbeing, enable access to wider services, and support people to move on to and maintain independent living with little or no ongoing support. This engagement is being undertaken to better understand the supported housing market for adults, including current pressures, capacity, and potential future risks. It does not form part of a procurement exercise and does not seek pricing, commitments, or guarantees. Providers may request clarification on the questions. Responses will be shared, where appropriate, to support a consistent understanding across the market.
