DVLA invites tenders for the provision of International Driving Permit Services on a national (UK wide) basis. The service is currently outsourced; the current service provision with the incumbent supplier expires on the 31 March 2027. The requirements for the services that shall be provided by the successful Supplier include: • The ability for UK driving licence holders to transact in-person. • Widespread coverage across England, Wales, Scotland & Northern Ireland. • The capability to issue approximately 270,000 permits per annum. • Provide service availability of 48 hours per week across all service locations, spread over 6 days to cater for a range of customers. The Contract will be for an initial term of 3 years and 4 months (see the Procurement Timetable in the Invitation to Tender for detail) which shall be comprised of: • a period of 4 months, or such other period as the Authority deems necessary, from the Effective Date for the delivery of an Implementation Plan (termed the “Mobilisation and Transition Period”), followed by • the period commencing from the end of the Mobilisation & Transition Period until the expiry of the contract term. No driving permits will be issued (and therefore no revenue generation) under this Contract during the Mobilisation and Transition Period. The fee for an International Driving Permit (IDP) is £5.50. This fee is set in legislation, and service provider must be able to deliver the IDP service based on retaining the full £5.50 fee paid by the customer; there will be no additional supplement to the fee by DVLA or the customer. This equates to a potential £4.5M of income for the service provider over the proposed contract term. DVLA’s position is that this procurement falls below the legislative threshold for a concession contract. Therefore, it is classified as a non-regulated procurement under the Procurement Act 2023, and the rules applicable to regulated concession contracts do not apply for this procurement. Although not mandated under PA23, DVLA is voluntarily publishing this notice to ensure transparency in our procurement process.

PHW is seeking to procure services to increase the functionality and capacity of the portal the Wales Violence Prevention Portal (WVPP) to meet increased need for provision, following a successful period of implementation with more limited data sets. PHW intends to commission further development and ongoing hosting of the WVPP, representing an expansion of the current service to include a range of new data sets and capability for further data ingress, while retaining the existing technical infrastructure and improving stakeholder experience. Mid and West Wales Fire and Rescue Authority, on behalf of ourselves and South Wales Fire and Rescue Service are undertaking this tender to find a proven replacement software solution to our current RAPPEL system, to manage On-Call firefighter availability, rostering across different duty systems, to support workforce planning across the two Welsh Fire and Rescue Services.  Mid and West Wales Fire and Rescue Authority and South Wales Fire and Rescue Service’s functions of prevention, protection and response to emergencies in our local communities are changing. Emma Wools, the Police and Crime Commissioner for South Wales ("the Commissioner") made a pledge in her election manifesto to perform a review of Closed-Circuit Television (CCTV) arrangements across the seven Local Authority (LAs) areas within the South Wales police area. CCTV plays a critical role in enhancing public safety, preventing and detecting crime and supporting community reassurance across South Wales. It supports the delivery of South Wales Police and partnership priorities including; tackling serious violence and anti-social behaviour, protecting vulnerable people, and maintaining safe and vibrant town centres and night-time economies. An independent review shall be commissioned by the Commissioner to provide a comprehensive assessment of current public space CCTV provision. The review shall consider the contribution, needs and opportunities presented by LAs, policing, community safety partners and other relevant stakeholders across the South Wales Police force area. The geographical area covers the seven Local Authority areas of Bridgend, Cardiff, Merthyr Tydfil, Neath Port Talbot, Rhondda Cynon Taf, Swansea and Vale of Glamorgan. Conwy County Borough Council (CCBC), in partnership with Public Health Wales, is seeking to appoint a suitably experienced and innovative Provider to deliver a county-wide Social Prescribing Service for Conwy residents. The service will provide high-quality, person-centred support that helps people improve their health and wellbeing by connecting them with community-based activities, groups, services and opportunities. The service will play a key role in supporting prevention and early intervention, reducing social isolation and inequalities, strengthening community resilience, and helping people address the wider social determinants of health.
