This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T). We will apply a one stage Open procedure.
Bidders must self-certify their adherence to the conditions of participation via the SPD (Scotland) in PSC-T, and may be required to submit Means of Proof before contract award. Bidders must refer to the specific requirements listed in Section III in this OJEU Contract Notice when completing the SPD in PCS-T.

The Highland Council intends to put in place a Framework Agreement with a number of suitably competent, qualified and experienced Contractors to provide Housing & Property Maintenance Services for various service users/requirements for the Inner Moray Firth Area, on an ‘as and when’ required basis.
The Council shall give no guarantee of the volume of work or orders, if any, to be undertaken in relation to the Framework.

Lochfield Park HA Window & Door Replacements Framework 2027
The successful Candidate(s) will be selected to join a new framework Lot as one of the contractors responsible for the installation of replacement ‘side hung casement (with egress type hinge)’ and/ or ‘outward opening, fully reversible’ and/ or ‘tilt & turn’ uPVC windows/ doors, glazing, internal doors, external composite doors/ doorsets, fire rated doors/ doorsets and all associated works/ alterations within occupied flats/ houses at Various Addresses, Easterhouse G34.
The contract is for the provision of window & door replacements and associated works [refer addresses at Appendix C] for the initial contract period which is 1st April 2027 to 31st March 2028, with options to extend the framework contract solely at the Employer’s discretion on an annual basis thereafter to 31st March 2031.
East Ayrshire Council have an expansive portfolio of domestic and owner occupied properties. The Council's tenanted properties are maintained primarily by an in-house team. Housing Asset Services require various sub-contractors to support the team in completing both housing related emergency and maintenance works to ensure they are completed within appointment /target dates and thus ensure KPI’s are achieved.
Owner Occupied Properties are currently delivered by sub-contractors and this framework has been developed to ensure this same practice
is continued.

The Provision of Housing Support Services for Single People and Childless Couples who are Homeless and may have Complex Needs
The Service to be provided by the Provider is the provision of a Housing Support Service, primarily for single people or childless
couples who are homeless and may have complex needs, residing in supported, interim accommodation.
The Provider will also provide or make partnering arrangements with another organisation to provide a Housing Management Service for
the accommodation at specific Premises and where applicable will enter into such associated lease arrangements with the owner landlord of
the Premises as may be necessary for this purpose.
The Housing Management Service does not form part of this Contract but is required to be delivered in conjunction with the Service.
Tenderers can determine whether they will provide this service, or whether they will contract with another organisation to provide this
service. How this related Housing Management Service is provided will directly impact upon Council budgets for the provision of
homeless services and the amount of government funding available to support these services.
The Council looks to maximise the monies available to better assist more Service Users. The specific Premises to support the Housing
Support Service must be Specified Accommodation as defined by Law.
The manner in which the Provider makes formal arrangements for the lease of the Premises will directly impact upon the Council and may
result in higher costs to the Council. In respect of any subsidy shortfall however, while the Council cannot mandate how a Provider
arranges their commercial business, the Council seeks to maximise the funds available to it to provide appropriate services and to allow
maximum recovery, by the Council from the UK Government, of Housing Benefit paid for Service Users assessed as needing Housing
Support Services. To assist the Council to maximise recovery of funds Tenderers would require to arrange that they are either (1) a
Housing Association, a relevant body in accordance with Regulation 75H of the Housing Benefit Regulations 2006 as amended and enter
into the occupancy arrangement (lease between themselves and the Service Users) or alternatively (2) contract with a third party who is a
Housing Association and they would enter into lease arrangements with the Service Users and make separate contractual arrangements
directly with the Tenderer. Tenderers should be aware that Charities are also relevant bodies for the purpose of the Housing Benefit
Regulations 2006, however arrangements made with a Charity would require to be referred to the Rent Officer who would set the amount
recoverable, whereas Housing Association arrangements are not subject to this form of review which allows for greater recovery by the
Council.
Partick Housing Association - Gutter Cleaning, Solar Cleaning & Roof Inspection Works (2026-2029)
The provision of gutter cleaning, solar cleaning and roof inspection works and slope mounted anchor inspection works. The contract period will be for 36 months. The programme of gutter cleaning, solar cleaning and inspections should commence within the first month of the contract.

CivTech 12.6 - How can technology improve living conditions and quality of life for social housing residents in Scotland?
Cold homes, damp, mould and fuel poverty are driving poor health outcomes, increasing pressure on healthcare services and deepening inequalities.
While Registered Social Landlords are investing in warmer, more energy-efficient housing and responding to new regulatory requirements, fuel poverty means many vulnerable residents remain at risk, even in high-quality homes. Current approaches are often reactive and lack mechanisms to target support for those that might be the very most vulnerable, addressing issues only after harm has occurred.
This Challenge seeks innovative solutions that can help registered social landlords identify where housing conditions, fuel poverty and individual vulnerability combine to create the greatest risk of harm, then translate that insight into practical, targeted action that combats these impacts, improves tenants’ health and wellbeing outcomes, protects homes and makes better use of limited housing and support resources.
Solutions must be affordable at RSL scale, protect tenant privacy, and connect insight to action so that Cloch can complete investigation and repair work within statutory timescales.

North Lanarkshire Council is undertaking preliminary market engagement in relation to a proposed Supply and Install Kitchen Replacement Programme across its Council housing stock.
The Council is planning a significant programme of investment for the supply, delivery and installation of replacement domestic kitchens within occupied Council properties. The current indicative investment profile is forecast to be approximately 65 million GBP over the period 2027/28 to 2030/31.
Through this Prior Information Notice (PIN) and accompanying Request for Information (RFI), the Council wishes to engage with contractors, to gain a better understanding of current market capacity, supply chain capability, contract structures, mobilisation requirements, and innovation opportunities associated with the delivery of large-scale housing kitchen replacement programmes.
The Council is aware of a number of national framework arrangements currently operating within the marketplace and of the various procurement routes available under the Public Contracts (Scotland) Regulations 2015. At this stage, no decision has been made regarding the preferred procurement strategy or route to market. The Council may consider a range of options including existing frameworks or a future open market procurement.

Insurance and Risk Related Services to Ardenglen Housing Association Limited
The scope of the Contract includes the provision of insurance cover, brokerage services (where applicable), professional advice, claims management and loss control services for property, legal liabilities and other general insurances as required by Ardenglen Housing Association Limited for a period of three years commencing 01.04.2027, with the option to extend by up to a further two years at Ardenglen Housing Association Limited’s sole discretion. Bids are invited from suitably qualified and experienced insurance brokers and direct insurers. The Contract will follow the Competitive Flexible Procedure with bidders being selected on the basis of the responses contained in the pre qualifying SPD. Bidders will be expected have the capability, capacity, financial and economic standing and experience to perform the contract. SPDs must be completed in full with all relevant information supplied. The Contract will be awarded on the basis of Most Economically Advantageous Tender, with specific evaluation criteria detailed within the Invitation To Tender and contract documents.
