The work for HM10 - Highways and footway reactive maintenance will be at separate sites described in the Task Orders, located anywhere within the Metropolitan Borough of Sefton. Anticipated works type to be undertaken under the proposed contract: • Footway maintenance activities, including isolated repairs. Footway materials may include bituminous, p.c. flags, Southport tiles, blockwork, p.c kerbs and edgings. Adjustment of utilities covers and other ironworks may also be included. • Carriageway maintenance activities, including isolated repairs, patching and reinstatement of road markings. • Maintenance of Road Restraint systems • Trial Pits within the highway boundary • Out of Hours Call Out: After 1600 hours (Monday to Friday) and for the full 24-hour period on Saturdays, Sundays and Public Holidays the Authority operates a night security service. The Contactor shall provide out of hours call out during any Christmas Shutdown period. Any work required by the service, under this Contract, shall be issued verbally to the Contractors ‘call out team(s)’ who are required to attend site within 1 hour of the call being made. • Assistance with Winter Gritting/Snow Clearance Operations: During periods of extreme weather, the Contractor may be instructed to provide sufficient operatives, vehicles and plant (as appropriate) to assist with daytime winter gritting/snow clearance operations on the highway network across the Borough • Conduct regular, scheduled inspections and servicing of 3no pumps and associated systems, including confined space entry, ensuring all equipment is operating efficiently and in compliance with relevant regulations and standards • Utility searches as and when required. Utility searches are carried out on a call-off basis. The Service Manager may instruct utility searches for specific locations or Task Orders. The Contractor does not assume any minimum volume of utility searches and no standing charge applies. Payment is made only for utility searches instructed and completed, valued using the relevant Price List item(s) and supported by the search request, search results and location reference. The Service Manager may also instruct the Contractor to carry out the following additional activities: • The repair or renewal of the existing highway and land drainage systems as required, including culverts, ditches, pipework, manholes, chambers, catchpits, outfalls and gullies. • The construction of new highway and land drainage systems. The repair or renewal of the existing highway and land drainage systems as required, including culverts, ditches, pipework, manholes, chambers, catchpits, outfalls and gullies. The cleansing of the highway and land drainage system will be carried out by others but it may be necessary for the successful contractor/contractors to work with these others or provide their own equipment to support their operations. The work is generally for isolated repair/ replacement of highway drains and road gullies and/or for cleansing, bottoming and scything of lengths of selected ditches. • Footway Reconstruction Schemes. Footway materials may include bituminous, p.c. flags, Southport tiles, blockwork, p.c kerbs and edgings. Adjustment of utilities covers and other ironworks may also be included. • Carriageway Surfacing Schemes including full reconstruction, re-surfacing, planning and adjustment of ironworks and reinstatement of road markings. • CCTV surveys of drainage and sewers • Site testing, including but not limited to coring, skid resistance, surface texture, deflection/structural testing, density and compaction testing, drainage/permeability checks, retro reflectivity testing, adhesion (pull out testing) testing and other surface or material tests. The Council has not undertaken preliminary market engagement in accordance with Sections 16 and 17 of the Procurement Act 2023, having assessed that it was not required for the nature and scope of this procurement. The Contract will be tendered using the open procedure under the Procurement Act 2023. It is proposed to procure a 8-year contract, consisting of an initial 5-year period followed by a maximum of 3 x 1-year extensions which will be offered following a satisfactory performance review (in line with agreed KPI’s), The Council is open to considering innovative methods of delivery including partnerships between suppliers. The Council will use Key Performance Indicators to monitor the successful bidder's performance throughout the duration of the contract. The performance of the contractor will be used to determine whether an extension is offered at the end of the initial 5-year period. Participation in this tendering process which seeks to result in securing one contractor to provide the necessary Highway and Footway Maintenance (HM10) - Highways and footway reactive maintenance services, in no way guarantees the successful tenderer any given volume of work over the duration of the contract period.

Transport for Greater Manchester (TfGM) is seeking to engage with the market to inform the development of a TfGM owned Unified Data Model (UDM) that will provide a robust, reusable data foundation for the Bee Network and wider organisational needs. TfGM manages a complex, multi modal transport network covering highways, bus, tram, and active travel, supported by a diverse technology estate and multiple third party suppliers. TfGM is increasingly dependent on timely, reliable and coherent data to support operational decision making, performance management, planning, and future digital capabilities. This engagement seeks to draw on market experience and expertise to help TfGM refine its thinking, validate assumptions, and shape a sustainable approach to developing and governing a UDM that can meet both current and future business objectives. Strategic Context TfGM has defined three strategic objectives for the Bee Network and the wider organisation by 2030: 1. Create a single view of the transport network across modes and operational domains 2. Establish a single source of truth for operational, performance and asset information 3. Develop a digital twin capability to support planning, simulation and assurance TfGM recognises that achieving these objectives requires a strong and coherent data foundation, rather than a dependence on individual systems or suppliers. A TfGM owned Unified Data Model is being explored as a key enabler that can: • Provide a canonical representation of the transport network and its components • Support consistent interpretation of data across systems and functional areas • Enable reuse of data across operational, analytical and strategic use cases • Underpin digital twin capabilities over time Unified Data Model (UDM) - Current Thinking TfGM is exploring the establishment of a TfGM owned and governed Unified Data Model, defined at a conceptual and logical level, independent of any single vendor or technology. Key principles being considered include: • The UDM represents core network entities, events, states and relationships in a consistent and extensible way • It acts as a canonical or reference model, against which data from multiple sources and platforms can be aligned • It is owned and governed by TfGM, allowing long term stability and control • It is designed to support both real time and historical views of the transport network While initial thinking has been informed by Highways together with Operational Control Centre use cases, TfGM is now considering the need to evolve this thinking into a business wide UDM, capable of supporting a much broader range of consumers and use cases across the organisation. Relationship to Vendor Provided Solutions TfGM anticipates that different suppliers may provide solutions that utilise their own internal or proprietary data models. The rail industry is calling on the UK’s brightest minds to help shape the future of transport, inviting creators, problem-solvers and disruptors from every corner of the country to help improve sustainability, safety and accessibility across Britain’s rail network. Through Future Labs, the public ownership flagship innovation programme, Britain’s train operators are seeking pioneering solutions to four of rail’s toughest challenges. DFTO train operators have environmental and sustainability targets, whether that is for their overall carbon emissions, or specific to certain parts of their operations. In stations, we want to meet targets such as the creation of net zero stations. Severe weather events are occurring more frequently and are already impacting our operations. There is a risk that such events may impact our ability to provide a safe and operational environments for our customers and people in the future. We also know that energy generation comes from a variety of sources, and not all are renewable (low carbon intensive). As a consumer of electricity, DFTO operators cannot stipulate exactly where our electricity comes from, and the balance of power sources is very weather dependent. Although we may have purchased green energy financially, this does not mean that we are actually consuming green energy (this is a financial arrangement only). Energy production and transmission is based on regional generation and whole network loading, which is managed entirely by National Grid. There are current plans to install battery storage within some stations to store greener energy, either from onsite generation, or from when the local grid is providing low carbon intensity energy. When it comes to energy resilience, Future Labs is seeking new ways to generate, store and manage clean energy directly on-site. Innovators are encouraged to explore how battery systems, solar power or novel technologies could help stations become self-sufficient, resilient and low carbon, even in the face of disruption. TfGM is looking to establish a contract via the Competitive Flexible Procedure, for the refresh of optioneering (ES3 Option Selection Reports) and completion of outline design (ES4 Form A) - referred to as 'Stage 1' and the completion of detailed design (ES5 Form B) and further, construction (ES6-8) - referred to as "Stage Two" of rail station enhancement projects. These stations will be funded under the Department for Transport's (DfT) and "City Region Sustainable Transport Settlements (CRSTS)". The project involves up to three Access for All solutions for stations within Greater Manchester: Broadbottom, Hall 'ith Wood and Moorside (called AfA T5). The AfA T5 Projects at Hall'ith Wood, Broadbottom and Moorside comprise of a combination of new wayfinding, lifts, footbridges and ramp improvements to ensure step free access from station entrance to platform with all associated enabling works. Wigan Council is seeking to receive applications for admittance to a Home to School Transport and Adult Social Care Transport Dynamic Purchasing System (DPS). The DPS will be used as the mechanism to procure services by entering into calls for competition with providers on the DPS. In accordance with The Public Contract Regulations 2015, Regulation 34 (28(a)), Wigan Council is extending the DPS originally advertised in The Official Journal of the European Union (OJEU) with reference number 2015/S 078-138444 and extended by notices 2019/S 093-224781 and 2023/S 000-017392. For indicative purposes, the DPS will be extended until 23rd February 2029. Providers already on the DPS do not need to reapply as they will automatically remain on the DPS. Within this Contracts Finder notice a 'closing date' and 'contract start date' have had to be provided; interested applicants may however apply to join the DPS at any time during its period of validity. Transport services to be provided under the DPS include home to school transport for children with special educational needs, home to college transport for young adults with special educational needs, and adult social care transport. Services may be required on a daily, weekly, fortnightly or term time only basis for young people attending special educational needs schools, mainstream schools, mainstream colleges, alternative and complementary education and residential services, and respite care; and for adults attending day care facilities owned and managed by Wigan Council, community interest companies and respite care. Clients using the service may be vulnerable and suffer from learning disabilities, behavioural problems, sensory or hearing difficulties, autistic spectrum disorder or another physical disability. Therefore, some journeys will require that a Passenger Assistant be provided by Wigan Council to accompany them. In order to meet the variety of transport needs contractors must be able to provide as a minimum one of the following vehicle options to be considered for admittance to the DPS: (i) Standard Car (up to four seats); (ii) Accessible Taxi; (iii) Black Cab; (iv) Minibus (up to eight seats); (v) Minibus (sixteen seats); (vi) Tail Lift Vehicle (minimum of 300kg tail lift required); and, (vii) Coach. The DPS will be used as the mechanism through which Wigan Council will procure home to school and adult social care transportation services and it will be used as a basis to enter into calls for competition with providers on the DPS. Individual contracts raised under the DPS may commence at any time and will depend on the local circumstances of Wigan Council. It is however envisaged that the majority of the home to school contracts will run from the beginning of the Autumn term until the end of the academic year in which they are awarded. Wirral Council has set up a Dynamic Purchasing System (DPS) for the provision of Passenger Transport Services. The Council is inviting suitably qualified operators to request to participate in the DPS for the provision of its Transport Services covering Private Hire, Hackney Carriage, PSV/PCV and other appropriately licenced vehicles. If you are successfully appointed to the DPS following your submission you will be invited by the Council to submit tenders for relevant services through a call for competition. This DPS remains open for any supplier to request to participate throughout the duration of the DPS. The Council proposes to enter into contracts for periods of up to 3 years, dependent on the requirement, with options to extend.
