Warrington Borough Council is establishing a Dynamic Purchasing System (DPS) to procure Specialist Residential and Respite Services for adults aged 18-64 with complex needs. The DPS will provide a flexible and compliant route to secure high-quality placements and support services for individuals with learning disabilities, autism, mental health conditions, dementia, physical disabilities, and/or challenging behaviours.
The DPS will run from 1st March 2025 to 23rd February 2029, with no extensions beyond this date due to legal requirements under the Procurement Act 2023. The estimated total value is £65 million over the DPS term, though this is indicative and not guaranteed.
The DPS is divided into four Lots to match provider capabilities with service requirements:
Lot 1: Specialist Residential Care – In Warrington (long-term care)
Lot 2: Specialist Residential Care – Outside Warrington (long-term care)
Lot 3: Residential Respite – In Warrington (short-term/emergency care)
