The CYP who will be referred, and who will access the Tier 1 Outreach support, will have complex needs that will require the provider to tailor their approach to the individual needs of the young person. This will involve working in partnership with other agencies, schools and stakeholders as well as parents/carers and the young people themselves to ensure best outcomes. The primary objective of Tier 1 AP is to provide specific support around barriers to learning and enable pupils to remain in their referring school. The Special Educational Needs/Alternative Provision Service Development Team has a core focus on commissioning high quality educational provision for vulnerable and disadvantaged learners as well as ensuring that this cohort of pupils can make progress based on age, ability and prior achievement through easy access to a robust 'Local Offer' as set out in the SEND reforms (Special Education Needs and Disability Code of Practice: 0 to 25 years). Historically there has been a significant increase in the number of young people permanently excluded across all Key Stages. Suffolk County Council has a continued commitment to provide the right intervention at the right time. As such, this Tier 1 AP Outreach programme can have a key impact to avoid exclusion.

Introduction Essex County Council are currently undertaking the build of a Digital Vocational Tool. This tool will primarily be used to support Children and Young People (CYP) with Special Educational Needs (SEND), although in time this may be used for the wider education cohorts. To support this, we are seeking the provision of psychometric testing and related assessment services. This service would primarily be used in educational settings, however there will also be a requirement for this to be used by parents for Children and Young People with SEND educated at home. It is therefore imperative that the tools can be used by a range of persons not only accredited professionals. ECC is undertaking this Preliminary market engagement notice (PME) to engage with potential suppliers to understand market capability and available solutions to help develop the Authority's requirements and inform the procurement strategy. This notice serves to alert the market and invite expressions of interest ahead of a planned tender process. Background and Purpose The purpose of this PME is to support early market engagement with suppliers who can provide robust, validated, and reliable psychometric assessment tools to support children and young people with SEND identify and articulate their strengths, interests, personality traits, transferable skills, experiences, preferred working style, support needs and aspirations in a way which supports their learning needs, and matches these to job types and local relevant pathways in Essex. Support profile Components which have been defined as helpful but not imperative include: - Accredited feedback or coaching services linked to results. - Situational judgement tests The aim is to understand current market capability, innovation, price points and delivery models before shaping a formal procurement approach. Service Overview: The Information and Advice Service for Older People supports independence at home and provides help with access to benefits and other services. It is also place-based, with a requirement to tailor recommendations and signposting to the local reality in each locality, and is responsive to individual needs. We are open to consortium bids for this contract or a lead provider model where one organisation works collaboratively with others to ensure local knowledge and resources are optimised across all our communities. The Befriending Service provides telephone or face-to-face contact for older people who would otherwise experience social isolation and who are not accessing local opportunities or venues at the time of referral. The service should seek to promote autonomy and independence where possible, but provides a lifeline for those who have struggled to build or maintain relationships in their community, sometimes due to limited mobility. We would welcome consortium bids for this contract or a lead provider model where one organisation works collaboratively with others to ensure local knowledge and resources are optimised across all our communities. The Sensory Services ensure Information and Advice needed by people living with sensory loss (i.e. sight loss or hearing loss) is made available in an accessible format and provide expert advice on benefits and other services that may be needed, including British Sign Language and/or help with Assistive Technology. It is hoped that these services will be accessible to people who live in all corners of Cambridgeshire and to that end, there may be opportunities for lead providers (of each kind of sensory service) to collaborate with local partners in certain areas or to submit a consortium bid.

This Request for Quote seeks a provider to operate the statutory stray dog reception, kennelling, and rehoming function on behalf of Cambridge City Council. The Council has a legal duty under the Environmental Protection Act 1990 to collect and safely accommodate stray dogs found within the district. The appointed provider will receive dogs 7 days a week between 09:0-15:30 from authorised officers and 24 hours members of the public. Cambridge City Council does not have their own kennelling facility and therefore has a need to identify a provider to fulfil their responsibilities in terms of a reception and holding centre for stray dogs. CCC have contracted external kennelling to oversee the safe housing and welfare elements of this role, whilst CCC officers and members of the public will collect secured strays and deliver to the kennelling.
