Essex County Council ("the Council") is seeking to commission an external provider to prepare Education Healthcare Plans (EHCP) to enable the Council to fulfil its statutory duties under the Children and Families Act 2014 and the Special Educational Needs and Disabilities Code of Practice.
Please be advised that whilst the Council is working towards a model where EHCPs are written internally, this procurement is also designed to facilitate the Council's ability to meet the demand for EHCPs during peak times in the academic year where the number of plans (new and amendments) exceed the internal capacity. Therefore, there is no guarantee of numbers under this contract and the resource needs to be flexible to meet demand. However, please note that further details regarding the current and projected demand for EHCPs is provided within the service specification which has been published as part of the tender documents.
The successful bidder will be required to prepare EHCPs for children and young people (0-25) with significant special educational needs and disabilities (SEND). The EHCPs will detail the young person's:
• Needs across education, health, and care
• The young person's support requirements and desired outcomes
The EHCPs will ensure that eligible children and young people receive coordinated, tailored support and help to secure resources for specialist provision.
Please be advised that as a minimum, the EHCPs must be prepared in line with the following principles:
• Fully comply with the Essex process for initiating assessments, undertaking assessments and drafting EHCPs (see: http://www.essexlocaloffer.org.uk/)
• Write EHCPs for individual children and young people using information contained in a variety of report formats

The contracting authority is seeking to procure a payroll software solution and associated managed BACS service to support the in-house delivery of payroll across a multi-academy trust.
The requirement includes the provision, implementation, configuration, support and maintenance of a payroll system suitable for a multi-site education environment. The system must support monthly payroll processing, statutory payroll requirements, pension scheme administration requirements, payroll reporting, finance reporting outputs, employee and manager self-service functionality where required, and secure handling of payroll data.
The requirement also includes a managed BACS service for payroll-related payments, together with appropriate controls, reporting, support and service continuity arrangements.
The supplier will be required to support implementation, data migration, testing, parallel running, go-live and post-go-live transition support. The Trust will retain responsibility for operating an in-house payroll function.

The successful tenderer will be required to provide excellent catering services to The Broxbourne School, which has 1415 pupils, of which approximately 11.2% are eligible for free school meals, and 200 teaching and support staff.
The contract term being tendered is for three years, 1st January 2027 – 31st December 2029. There is an option for a further extension period for up to two additional years to 31st December 2031.

Competitive Flexible Procedure
This procurement will be run under the Competitive Flexible Procedure. This will follow a two-stage approach, with stage 1 being the Procurement Specific Questionnaire (PSQ). Here, a minimum of 5 candidates (or fewer, in the event fewer than 5 meet the minimum criteria) and a maximum of 10 candidates will progress to stage 2. Any selection of tenderers will be based solely on the criteria set out for the procurement, and a minimum score of 60% must be achieved.
Selected tenderers will then be invited to stage 2, the Invitation To Tender (ITT). Here, the evaluation of tender response will be set as 35% price and 65% quality.

The successful Supplier will be required to provide cleaning services for Broad Horizons Education Trust.
This procurement is being conducted under a competitive flexible procedure in accordance with the Procurement Act 2023. Fully Managed IT Support Services
The Trust operates 12 primary schools across 11 sites, together with a central Multi-Academy Trust team covering around 500 employees and 3,000 children. The Trust is seeking to appoint a single contractor to provide a fully managed IT support and services solution across all schools and central operations.
The appointed provider shall deliver secure, resilient, scalable and high-quality IT services that support teaching and learning, safeguarding, operational effectiveness, business continuity and the continued development of the Trust's digital environment. Services must be delivered in a way that supports the Trust in working towards, maintaining and evidencing alignment with the Department for Education (DfE) digital and technology standards for schools and colleges.
The Trust has made significant progress in recent years in relation to:
• Migration to cloud-based systems
• Hardware refresh and device modernisation
• Cyber security strengthening
• Infrastructure and connectivity investment
• Greater consistency of IT processes and service delivery across the Trust
Further investment is planned during the contract period. The Trust therefore requires a provider with the capacity, capability and strategic expertise to support both operational service delivery and longer-term digital development.
The successful contractor shall support the Trust to use the DfE digital and technology standards as a recurring benchmark for service review, risk management, strategic planning and improvement activity. This includes the six DfE core standards for broadband internet, wireless network, network switching, digital leadership and governance, filtering and monitoring, and cyber security, together with the wider standards for cloud solutions, digital accessibility, IT support, devices, network cabling, and servers and storage.
Over the next 36 months, the Trust's IT priorities include:
• Building on the progress made to date, further improve infrastructure, end-user hardware and connectivity across all schools
• Develop the safe and effective use of artificial intelligence, automation and digital workflows to reduce workload and improve efficiency
• Produce and annually review an IT and Digitisation Strategy to maintain momentum and support continuous improvement across all aspects of IT
• Use the DfE digital and technology standards as a reference point for Trust-wide IT planning, evidence gathering, improvement planning and termly/annual reporting
