The Authority has a potential requirement for a minimum of one (1) Modular A-Frame, associated equipment and in-service support. The A-Frame will form part of a Launch and Recovery (L&R) System, and will support UK Royal Navy’s (RN) operations, training activities, and assessment of suitability for wider application across RN vessels. INTRODUCTION The Ministry of Defence (MOD) (‘the Authority’) is seeking to commission a high quality, accessible and comprehensive Defence Healthy Child Programme (DEFHCP). This will be broadly aligned to the United Kingdom (UK) National Healthy Child Programme (UK HCP) but with key adaptations to meet the specific needs of Defence and its overseas population. The DEFHCP will deliver a 0-19 prevention and care system in partnership with Defence Primary Healthcare (DPHC), Defence Medical Command (DMedC), education, welfare and community services for eligible family members (EFMs) based overseas. The aim is to have an integrated, accessible, and responsive midwifery and specialist community public health nurse(s) (SCPHN) support service that delivers a coherent prevention and early help programme for children, young people, and their families living overseas to improve outcome and reduce inequalities. This will strengthen the governance and assurance of overseas healthcare. Healthcare coordination, delivery and funding for Defence overseas’ populations differs from that which would normally be expected in the National Health Service (NHS) and / or public health programmes in the UK. The DEFHCP is intended to be a programme that is very closely integrated with the primary care system delivered by DPHC Overseas (DPHC(O)), more so than would be normal practice in the UK. This vision is aligned to a more enhanced version of an aspiration in the Governments 10 Year Health Plan and the recent update to public health nursing commissioning guidance , which calls for the inclusion of 0-19 services in neighbourhood health centres to facilitate the clear benefits of co-location and close working relationships between healthcare partners. UK government is acting on the Strategic Defence Review's recommendations by investing in an 'always on' pipeline for munitions including building of up to six new energetics and munitions factories in the UK. Following on from the previous Strategic Defence Review - Energetics Information Notice (Published 19 Nov 25), companies have been selected for Feasibility Studies which shall run concurrently and independently to this process. The purpose of this notice is to communicate the MoD's intention for investment windows to support the construction of new energetic materials manufacturing facilities. Investment is expected to be through capital grants subject to approval within the Full Business Case (FBC). Any company can apply to any or all investment windows regardless of having prior engagement with MoD. The MoD expects there to be multiple investment windows, during which companies may submit proposals for MoD funding. The first of these windows is planned to open in Q3 2026 with following windows planned for Q2 2027 and Q4 2027. Each of these windows is expected to be open for 3 months and may be extended. Further information on the investment available will be shared in due course. MoD funding is expected to be no more than £45 million per proposal or 50% of the overall cost, whichever is smaller, subject to the available funding within each window, and meeting VFM and affordability criteria which will be confirmed in due course .MoD investment will sit alongside the wider support opportunities offered by HM Government.

RSI Outreach workers take the lead in identifying and engaging individuals who are rough sleeping across the borough and supporting them into suitable accommodation pathways. The RSI Navigator support is key to tenancy sustainment for a cohort of identified entrenched rough sleepers. Commission an RSI Navigator service using grant monies awarded to the council. The most recent grant award of RSI Navigator funding is made by GMCA and runs from 1st April 2026 to 31st March 2029. The RSI Navigator service ensures that we are working towards ending rough sleeping within the borough and is based on assisting with the delivery of the three principles identified in the Oldham Rough Sleeping Plan; 1. Prevention - Stopping people sleeping rough for the first time. 2. Intervention - Support to those currently sleeping rough to move off the streets. 3. Recovery - Support to those who have slept rough to ensure they don't return to the streets The appointed RSI Navigator provider is tasked with sourcing accommodation and building effective networks of support for rough sleepers in the borough.
