Strategic Joint Venture Partner for Assisted Conception Unit Services 1. Overview The proposed service model is expected to support the delivery and expansion of high-quality assisted conception treatment pathways for NHS-funded patients and private patients. The ACU is expected to be located off the main acute hospital site but within a reasonable catchment area of the Authority, currently described for planning purposes as approximately 3.5 miles from the main acute site. The anticipated scope includes, subject to finalisation, advanced fertility treatment and related services, including in vitro fertilisation (IVF), intracytoplasmic sperm injection (ICSI), egg donation, sperm donation, embryo donation, fertility preservation, outpatient fertility consultations, ultrasound and monitoring, counselling, pharmacy / medicines management, cryostorage, and the potential to offer enhanced services such as pre-implantation genetic testing (PGT). The Authority currently anticipates that the commercial/legal model will comprise a long-term strategic corporate joint venture, anticipated to be structured as either a limited company or LLP, together with a linked service provision arrangement under which the joint venture will provide relevant services back into the Authority for patients receiving NHS-funded care, whilst also supporting private patient pathways. The provider / JV partner is expected to bring the necessary clinical expertise, operational capacity and commercial appetite to collaborate with the Authority on service establishment, mobilisation and operation, including capital investment, premises and equipment, digital integration, workforce matters including the anticipated TUPE transfer of certain nursing and administrative staff, regulatory compliance and assumption of operational risk, subject to the final procurement documents. Secondary care fertility clinic services operated by the Authority are currently considered to be out of scope of this procurement. The Authority currently anticipates conducting the future procurement under the Procurement Act 2023 using the competitive flexible procedure. A multi-stage process is anticipated, with further detail to be provided in the tender notice and associated tender documents. 2. Estimated contract value: Not yet established. 3. The HPV vaccine remains one of the most effective vaccines, providing long-lasting protection against several strains of the human papillomavirus that is known to cause cervical, vaginal, vulval, anal, penile, and head/neck cancers. A single dose of the vaccine is offered to boys and girls aged 12-13 years old through the School Aged Immunisation Service (SAIS). With the COVID-19 pandemic causing significant disruptions to delivery, resulting in a reduction in overall coverage, uptake rates have failed to recover to pre-pandemic levels. There is increasing evidence that HPV uptake is lower among socio-economically deprived groups, with lower coverage associated with lower IMD among older adolescents in the initial catch-up programme that was delivered in schools and other settings between 2008-2011. Catch-up campaigns, including the GP HPV campaign, provide individuals who missed the routine offer with an additional opportunity to be vaccinated. Capturing learning from these campaigns and associated activities is essential to identify effective approaches, inform future delivery models, and determine what further action may be required to reduce inequalities in uptake. This project aims to: 1) Capture learning from catch-up campaigns including the HPV GP campaign and other locally designed initiatives to improve uptake in unvaccinated school leavers. 2) Co-design a tailored information resource to promote the HPV vaccine with key stakeholders including school leavers and parents in one location. 3) Develop a practical ‘How-to Guide’ on how to support HPV catch up campaigns to improve uptake in school leavers and address health inequalities. The supplier will be required to have a robust understanding of community co-design principles, intervention development and experience in developing a ‘How-to Guide'.

An NHS Health Check is a free health assessment offered to help prevent serious cardiovascular conditions by spotting risks early. For the purpose of this local service, those eligible are between 40 and 74 years old without already diagnosed long term cardiovascular health conditions, and either registered with a Somerset GP or living in Somerset. The service may be offered to staff or patients meeting this criterion. The aim of this service is to reduce access barriers for those with severe mental illnesses by combining the NHS HC opportunity with other treatment access. This may be extended to other cohorts like those accessing bariatric services as the service develops. The service will need to be run to the standard protocol for NHS Health Checks service including measurement of pulse rate, blood pressure and POCT blood cholesterol. It will enable detection of risk factors for hypertension, diabetes, high cholesterol, kidney dysfunction, obesity and heart arrythmias which would be referred to the patient's GP to consider formal diagnosis. It will also include lifestyle support for alcohol use, smoking, healthy weight and physical exercise.
