Stamford Green is a three-form entry Primary School and Nursery in Epsom, Surrey. We are a thriving local authority maintained school with a large wraparound care provision (from 7.30am – 6.30pm) and a regular programme of community lettings throughout the year.
The tender project is seeking to appoint a Contractor whose initiative and innovation will be welcomed for the provision of service within the existing facilities for the 685 pupils on roll and 85 teaching and support staff.
The contract being tendered is for three years in duration from 1 September 2026 to 31 August 2029 and will operate as a Fixed Price Contract, with the successful Contractor offering the school a guaranteed return / cost per annum for the provision of cleaning services.
The School year is based on a calendar of 195 days. Five days are to be used for staff professional development which means that School will be open to receive students for the legal minimum of 190 days. We also have an externally run holiday club which is typically open for 4 days at each half term, 8 days during the Easter Holidays and 12 -16 days during the Summer Holidays.
The contract offered covers the scope for the provision of all cleaning services within the School, which currently includes
•3 cleaners working a total of 13.5 hours per day Monday – Friday between the hours of 4.30pm and 8.30pm.
•One daytime cleaner for 2 hours per day, from 10.00am – 12.00pm Monday - Friday
•Routine cleaning – 195 days per year (term time plus INSET days)
•Holiday / periodic cleaning – 20 days per year
•All Classrooms have hard floors.

These services are essential to the day‑to‑day operation of the county, supporting residents, businesses, and local communities. Across Buckinghamshire, an average of approximately 627,000 waste collections, serving 245,200 properties, are undertaken each week, highlighting the scale and criticality of the service.
This project will seek to procure a suitably experienced provider capable of delivering consistent, high‑quality services across the county, while supporting operational efficiency, resilience, and value for money.
The Services include:
1) Waste Collection Services for a wide range of categories and frequency;
2) Provision of Street Cleansing Services;
3) Waste Transfer Services;
4) Materials Management Services;
5) Workshop Services;
6) Operation and maintenance of Depot Sites solely for the purpose of the Services;
7) Transportation of all Contract Waste to Nominated Delivery Points;
8) Provision and management of a Management Information System (MIS) including monitoring and reporting of Service performance information at intervals specified in the Contract;
9) Timely and accurate monitoring and reporting of Performance Standard Failures and Performance Deductions in accordance with the Performance Management Framework;
10) Provision of all other Services in the Specification, including any Changes agreed during the Services Period, in accordance with the Contract.
The Council intends to award all services under a single integrated contract, rather than splitting up services across lots.
The Council is currently working up the delivery timeline for this opportunity, using the Competitive Flexible Procedure (CFP), as follows:
• Initial Tenders – development time / submission = 18/09/26 – 15/01/27
• Negotiations covering Technical, Legal and Financial elements = 22/03/27 – 02/07/27
• Final tenders – development time / submission = 26/07/27 – 01/10/27

The split nature of the contract mobilisation is due to existing Waste Collection and Street Cleansing services currently being delivered though an in-house arrangement in the north of the county and through and outsourced contract (until September 2030) in the south of the county.
The Council is considering an initial period of nine years for the initial term of the Contract, with the ability to extend by a further eight years, and with the ability for the Council to exercise a limited 12-month extension at the end of the initial or extended contract period to allow for unforeseen circumstances. The proposed extended contract period is eight years.

Whiteley Homes Trust (WHT) requires a Contractor to deliver comprehensive cleaning services across its estate at Whiteley Village. The contract covers communal areas within residential buildings including entrances, exits, doors and door glass, hallways, landings, staircases, internal and external windows, walls, ceilings, light fittings, skirting boards, ledges and bin rooms, together with external areas and courtyards. WMAT is a multi-academy trust currently comprising 18 schools/college in the Surrey and North Hampshire area. Provision for communal cleaning services. The geographical scope of this Contract covers Moat properties within Kent, Essex, South London, Sussex and Surrey and includes all customers, including, but not limited to, Leaseholders, Shared Owners, General Needs and Retirement & Supported Living.
The current hybrid cleaning services arrangement is due to end in September 2026, and an opportunity to deliver services with a new cleaning service partner via a compliant procurement process to ensure continuity of service with reduced costs via innovation. We will test the market, and put in place a modern, value for money contract. The new contract will support safe, hygienic, and well maintained buildings and reflect an updated new cleaning partner delivery model.
As part of this procurement, the scope will also include supply of cleaning consumables. Bringing cleaning services and consumables into one tender will strengthen commercial control, improve compliance, and enable better value for money. Re procurement is necessary given inflationary pressures and the need to maintain services within available budgets.

Tandridge District Council intends to procure a contract for the provision of cleaning services across its corporate estate and housing portfolio within the District.
The corporate estate includes the Council Head Office at Station Road East, Oxted, Surrey, RH8 0BT.
The housing portfolio comprises approximately 80 council housing estates distributed across the District. These include low-rise general needs residential blocks and sheltered housing schemes. The scope also includes sheltered scheme coordinator offices, communal internal areas, and communal facilities located at one mobile home park. Cleaning will include internal communal areas and associated external walkways where applicable. The total housing estate area is currently being validated through an ongoing stock condition survey and may be refined prior to publication of the Tender Notice.
The Council anticipates that TUPE will apply. Confirmation of the number of transferring staff will be provided at the tender stage.
The Council is currently minded to utilise a Competitive Flexible Procedure in accordance with the Procurement Act 2023, which may include Conditions of Participation, Invitation to Tender, Site Visits and Interviews.
The Council intends to publish the Tender Notice in April 2026. The anticipated contract commencement date is October 2026 (at the earliest), with an anticipated mobilisation period of approximately eight to twelve weeks prior to service commencement.
Site visits to selected properties will form a mandatory part of the procurement process. Further details will be provided within the tender documentation. The Council may also include requirements relating to safeguarding, DBS where appropriate and social value delivery.
