Community Led Improvement Programme (CLIP) Framework Agreement
The City of Edinburgh Council is seeking to implement a Community Wealth Building (CWB) model to deliver a range of greenspace and community development/improvement services to Council owned land.
CWB seeks to transform local and regional economic systems to enable local communities and people to own, have a greater stake in, access and benefit from the wealth our economy generates.
The Council is committed to adopting a CWB approach to its work wherever possible. In order to build on and recognise the importance and investment of local community groups, third sector organisations and not for profit groups the Council is introducing a budget dedicated to a new Community Led Improvement Programme (CLIP). This Framework Agreement shall be limited to Service Providers who support a volunteer network as part of their organisational activities and is anticipated to be of interest primarily to the third sector.
Through the CLIP, the Council intends to support local and third sector organisations and keep some wealth in the local economy, empowering communities to influence their local areas.

Lift Maintenance and Installation Framework Agreement
The City of Edinburgh Council (the “Council”) manages a large and diverse property portfolio across the city, including a significant number of high-rise residential buildings and other operational assets.
Lift and stairlift systems form a critical part of this infrastructure, enabling safe, reliable, and inclusive access for residents, many of whom rely on these systems for day-to-day mobility.
To support the ongoing operation, maintenance, and improvement of this infrastructure, the Council intends to establish a multi-Lot Framework Agreement for lift and stairlift services.
The Framework Agreement will reflect the Council’s operational requirements and geographical spread and will comprise the following Lots:

Tarbert Heritage Scheme is an exciting project, which seeks to revitalise key buildings within Tarbert’s village core by offering grants to property owners to assist with the cost of making structural and external repairs to their historic buildings and shopfronts. A framework agreement developed by the Council should prove helpful to the Clients as they would have the option of using the Consultant on the framework, rather than having to source their own architect and go through their own quality screening process. The successful Consultant must be conservation accredited and have access to a full design service.
PSD requires a contract to be in place for the collection and delivery of documents and parcels throughout Scotland, including the Highlands and Islands, and occasionally UK-wide. The supplier is required to courier items from various NHS sites on a same day and next day service. This service is critical to service the document requirements of NHS Health boards throughout Scotland, therefore this requires a contract to be put in place to help protect the provision and continuity of this service. The contract will be required to provide the service 24 hours per day, 7 days per week, 365 days per year.

Framework has the following lotting structure:

Project Manager, Contract Administrator and Quantity Surveyor
V&A Dundee are seeking an experienced, specialist consultant to deliver Project Management, Contract Administration and Quantity Surveyor services for the V&A Dundee 2028 capital project.
The business requirement is to refurbish the flat roof of the main building at NLB Oban Depot to provide a safe, compliant, and durable open space for staff and visitors. The works will extend the life of the asset, improve safety, and address deficiencies that prevent its current use.
The scope includes the removal of existing parapet copes to enable the safe removal of known asbestos-containing materials. These works are critical to meeting statutory health and safety obligations and will require an Asbestos Management Plan (AMP) approved by the NLB Principal Civil Engineer prior to commencement.
The project must be delivered while maintaining the depot as a live operational facility, protecting the integrity of the Grade C listed building, and achieving value for money.
