This is a UK2 Preliminary Market Engagement Notice only. Mid and South Essex NHS Foundation Trust (the “Authority”) is undertaking preliminary market engagement in accordance with sections 16–17 of the Procurement Act 2023 and the Procurement Regulations 2024, to inform the design of a potential future procurement for a managed service programme covering (indicatively) Endoscopy, Radiology, Theatres, and Cath Labs / Cardiothoracic & Vascular services. The Authority’s objectives for this engagement are to: (i) test the feasibility of different managed service / managed equipment service models; (ii) understand market capacity and capability (including SME and VCSE participation); (iii) explore commercial options (risk allocation, performance regimes, pricing structures, financing approaches); and (iv) identify innovation opportunities and potential constraints (workforce, estates, data, interoperability, and supply chain resilience). This engagement builds on a recent Request for Information exercise. The Authority is particularly interested in supplier input on: scope options (single integrated service vs. lots by modality), transition and mobilisation approaches, asset lifecycle management, consumables and inventory management, service continuity and resilience, and how outcomes and key performance indicators could be structured to support patient access and productivity improvements. Indicative scope areas for discussion (non-exhaustive): • Consumables and non-pay spend (e.g., gloves, syringes, dressings, surgical consumables, consignment stock) • Inventory and supply chain optimisation (e.g., stock management, just-in-time supply, waste reduction, catalogue management, logistics) • Capital equipment and managed equipment services (e.g., core/modality equipment, maintenance, replacement planning, asset management, decontamination/CSSD interfaces) • Facilities management interfaces (e.g., hard/soft FM dependencies and any lifecycle responsibilities that sit with the managed service) • Clinical pathways and service redesign (e.g., utilisation, demand management, pathway standardisation and productivity initiatives) The feedback from this engagement will inform the design of any future service model and the Authority’s procurement approach. Any dates, values, and commercial structures referenced at this stage are indicative only and may change. Important: This notice and the market engagement activity do not constitute a call for competition and do not begin a procurement. Participation is voluntary, is not a condition of participation in any future procurement, and will not be used to assess or pre-qualify suppliers. To protect fair competition and avoid any supplier gaining an unfair advantage, the Authority intends (where appropriate) to: share key engagement information and clarifications with the wider market via the eProcurement portal; keep an audit trail of engagement activity; apply the same ground rules to all participants; and ensure any future procurement documentation reflects relevant information exchanged during engagement. Participants must not rely on any statements made during engagement as commitments by the Authority. Further engagement (indicative): In addition to the live webinar, the Authority may undertake further market engagement activities such as a written questionnaire, follow-up virtual group sessions, and/or time-limited 1:1 supplier meetings. Any 1:1 meetings will be optional and, if capacity is limited, will be offered using a fair and transparent approach (for example, first-come-first-served or a published selection method). The Authority may also arrange site familiarisation visits where appropriate; any information shared that is relevant to the wider market will be communicated via the eProcurement portal. Following this engagement, the Authority may (without obligation): • refine the indicative scope and requirements; • undertake further targeted engagement (e.g., questionnaires, follow-up sessions); • publish a Planned Procurement Notice (UK3) and/or other notices as appropriate; and/or • commence a formal competitive procurement. Suppliers who register for the engagement will be able to view subsequent communications via the eProcurement portal. All future procurement notices (if any) will be published in accordance with the Act on the central digital platform. This preliminary market engagement is undertaken under sections 16–17 of the Procurement Act 2023 and in line with the Procurement Regulations 2024. Timely outreach support and robust intervention with Children and Young People (CYP) to ensure they can succeed and remain in mainstream education will raise education attainment and skill levels. This is important as these CYP are often our most vulnerable in our communities and failure to secure a good quality educational offer can often lead to a reliance upon other services such as social care or mental health providers. The CYP who will be referred, and who will access the Tier 1 Outreach support, will have complex needs that will require the provider to tailor their approach to the individual needs of the young person. This will involve working in partnership with other agencies, schools and stakeholders as well as parents/carers and the young people themselves to ensure best outcomes. The primary objective of Tier 1 AP is to provide specific support around barriers to learning and enable pupils to remain in their referring school. The Special Educational Needs/Alternative Provision Service Development Team has a core focus on commissioning high quality educational provision for vulnerable and disadvantaged learners as well as ensuring that this cohort of pupils can make progress based on age, ability and prior achievement through easy access to a robust 'Local Offer' as set out in the SEND reforms (Special Education Needs and Disability Code of Practice: 0 to 25 years). Historically there has been a significant increase in the number of young people permanently excluded across all Key Stages. Suffolk County Council has a continued commitment to provide the right intervention at the right time. As such, this Tier 1 AP Outreach programme can have a key impact to avoid exclusion.

CITB is seeking to procure two items of plant machinery to support its Plant Operator training operations. The first requirement is for a new or very low hour ex-demo 25-30 tonne Articulated Dump Truck (ADT) to replace a machine sold in 2025 and restore the ADT training fleet to four machines. With the fleet currently operating at three machines, the training department faces ongoing challenges in allocating learners effectively. Whilst hiring has been considered, ADTs are a highly specialist machine, carry significant hire costs, and availability across the UK market is severely limited due to demand from major ongoing construction projects. Those machines available for hire do not meet the required standard for training purposes. The second requirement is for a new or very low hour ex-demo agricultural tractor to replace an aging machine used in the preparation of Plant Operator training fields and for apprentice and commercial training activity. The current tractor carries a high number of operational hours due to frequent use, and maintenance costs are increasing as a result. This ground preparation function is essential to the continued operation of the training field. Whilst a dozer can be used as an alternative, the running and repair costs associated with this type of machine make it an unviable long-term solution.

Introduction Essex County Council are currently undertaking the build of a Digital Vocational Tool. This tool will primarily be used to support Children and Young People (CYP) with Special Educational Needs (SEND), although in time this may be used for the wider education cohorts. To support this, we are seeking the provision of psychometric testing and related assessment services. This service would primarily be used in educational settings, however there will also be a requirement for this to be used by parents for Children and Young People with SEND educated at home. It is therefore imperative that the tools can be used by a range of persons not only accredited professionals. ECC is undertaking this Preliminary market engagement notice (PME) to engage with potential suppliers to understand market capability and available solutions to help develop the Authority's requirements and inform the procurement strategy. This notice serves to alert the market and invite expressions of interest ahead of a planned tender process. Background and Purpose The purpose of this PME is to support early market engagement with suppliers who can provide robust, validated, and reliable psychometric assessment tools to support children and young people with SEND identify and articulate their strengths, interests, personality traits, transferable skills, experiences, preferred working style, support needs and aspirations in a way which supports their learning needs, and matches these to job types and local relevant pathways in Essex. The purpose of the Council’s Preliminary Market Engagement (PME) is to engage with organisations with relevant experience to help inform the future design of Skills Bootcamps provision in Hertfordshire. The programme aims to: •Improve the supply of skilled labour in priority sectors •Create employment and skills pathways for local people, including those facing barriers to work •Support transitions into sustained employment and in work progression •Develop new curriculum and pilot innovative skills interventions •Strengthen coordination across the local skills system Types of provision include, but are not limited to: •Pre-apprenticeship training and short courses supporting entry into skilled employment •Qualification-based vocational training in construction, manufacturing, and technical trades •Upskilling and reskilling for adults already in work or seeking to progress •Specialist provision for underrepresented groups, including people with physical disabilities or SEND •Employer-linked training designed to lead to genuine job or apprenticeship outcomes •Training in emerging technologies including AI, digital manufacturing, and advanced welding All delivery must take place within the Thames Freeport region. Providers must have, or commit to establishing, physical delivery locations within the three boroughs before commencement. Blended learning with some online elements is permitted where it supports value for money. Cambridge City Council invites quotations to undertake a comprehensive review of the Council's car parking infrastructure, technology, and operational processes. The purpose of this commission is to assess the Council's current parking services and identify opportunities to improve: • Customer experience • Accessibility and inclusivity • Operational efficiency • Data-driven decision making • Long-term resilience and adaptability to emerging technologies • Further business development The consultant will also support the Council in developing a future-proof technical specification and procurement documentation for the potential modernisation of parking systems and services. The Council operates Grand Arcade, Grafton East, Grafton West, Queen Anne Terrace, and Park Street carparks in Cambridge which are multi-storey car parks (MSCPs) and several surface-level car parks which serve residents, visitors, and local businesses. The focus of this procurement is for the Council's multistorey portfolio, but an understanding that the Council also manage several surface-level car parks that additional advice might be required for is key. Existing infrastructure includes a range of parking equipment and systems such as: • Entry and exit barrier systems • Ticketing and payment machines • Intercom/help point systems • Electrical and communications infrastructure • Network connectivity • Back-office monitoring and reporting systems • Fire system integration • Kerb-side VMS system across the city There are continuing customer expectations around parking services, with increased demand for: • Digital and contactless payment options • Faster entry and exit processes • Improved accessibility and information • Reliable equipment and support systems In addition, the Council are keen to understand innovative technologies that may support improved parking management, including ticketless parking, mobile applications, advanced reporting tools, and the potential of artificial intelligence-based monitoring systems. The Council are looking to appoint an independent consultant to assess the current parking estate and support development of a future-ready parking service model.
