The Council is seeking to appoint suitably qualified consultants to provide SEA services throughout the preparation of the Local Plan. The commission will include the preparation of the SEA Scoping Report, Environmental Reports and associated SEA documentation at key stages of plan preparation, together with ongoing advice and support to ensure the SEA process is effectively integrated with the Council's Local Plan programme. SEA is an iterative process that runs alongside Local Plan preparation, helping to identify, describe and evaluate the likely significant effects of the emerging Local Plan and reasonable alternatives. Government guidance on the new plan making system confirms the expectation that new local plans will need to undertake Strategic Environmental Assessment (SEA) if certain criteria set out under Regulation 5 of The Environmental Assessment of Plans and Programmes Regulations 2004 are met. Options Appraisal 1. Continued Maintenance of Legacy Hardware: Rejected. Continuing to repair out-of-warranty machinery or relocating aging equipment to new sites is financially non-viable. It fails to meet modern public expectations, incurs high ad-hoc maintenance costs, and does not provide the tracking capabilities required for contemporary data-driven health strategies. 2. Unified Multi-Vendor Bulk Purchase: Rejected. Attempting to bundle specialised digital diagnostic ecosystems and standard mechanical gym equipment into a single, generic lot restricts competitive bidding. It prevents the Authority from strictly specifying the unique software integrations required for real-time strength progression tracking and cloud-based user diagnostics. 3. Split-Lot Framework Procurement (Preferred Framework): The procurement is divided into three distinct, specialised Lots. This strategy allows the Authority to independently evaluate best-in-class manufacturers for traditional cardiovascular and mechanical resistance machinery (Lot 1) while establishing exact technical criteria to secure a highly specialised, closed-loop digital strength circuit and automated onboarding ecosystem that links in with NHS (Lot 2). 4. OHA/42/2026/C&S/Agency Framework/01 Orwell Housing Association Ltd intends to establish an Open Framework for the provision of Care & Support Agency Staff across its Supported Housing and Care & Support services located throughout North Essex, Suffolk, Norfolk and Cambridgeshire. The framework will enable access to suitably qualified and experienced agency staff to support the delivery of high-quality care and support services across care and support properties managed by Orwell Housing. Services may include, but are not limited to, care workers, support workers, senior support workers, and waking night staff, required to meet operational service demands. The framework is being established as an Open Framework under Section 49 of the Procurement Act 2023 and will operate for a maximum duration of eight (8) years. In accordance with the requirements of the Open Framework, the framework will be periodically reopened, with opportunities for new suppliers to apply for admission approximately every 2 years throughout the term. Surlingham Parish Council conducted a public consultation in April 2026 to gather views on the condition and future development of Surlingham Play Area. The consultation was promoted through multiple village channels and received responses from 21 households, plus two child friendly questionnaires via Surlingham School. Although participation was modest, the feedback provides clear and consistent direction for refurbishment priorities. The findings highlight concerns around safety, accessibility, equipment suitability, and the overall quality of the play environment.
There is increasing pressure on land use in the UK due to demands from housing development and commitments to Net Zero and nature. This, combined with a changing climate, mean there may be less land available for agricultural commodity production within the UK. This may result in a displacement of production overseas. While there is good evidence on the carbon, biodiversity and other environmental impacts that any given land use change will bring in situ, there is currently no established method of identifying 1) where crops are likely to be grown instead and 2) what impacts this displaced crop growth may have. A way to estimate these could provide evidence that would help guide land use decisions and policy by providing a holistic understanding of both the domestic and international implications of these decisions. Project Aims 1. To produce an initial interim model that estimates where production would be displaced if a given area of land in the UK, producing a set quantity of a commodity, was no longer used for commodity production. The model will be based on clear and transparent assumptions. 2. To estimate the environmental impacts of production in these new locations. The calculated environmental impacts will ideally map onto those included in the Global Environmental Impacts of Consumption (GEIC) indicator.

The Police and Crime Commissioner for Cambridgeshire and Peterborough is seeking to award a Contract for the delivery of a Child Focused Courts Independent Domestic Violence Adviser (IDVA) Support Service across Cambridgeshire and Peterborough. The service will provide specialist, trauma-informed support, advocacy, risk assessment and safety planning for adult victim-survivors of domestic abuse who are involved in private family law proceedings within the Child Focused Courts model. The service will work closely with Family Courts, Cafcass, local authorities and other relevant partners to identify and respond to risks at an early stage, support victim-survivors throughout court proceedings, and contribute to improved outcomes for children and families. The Contract will commence on 14 January 2027 for an initial period ending 31 March 2028, with the option to extend for up to two further periods of 12 months each.
Non-school Alternative Provision (NSAP) refers to educational arrangements delivered outside of a mainstream or special school setting for children and young people who are unable to access full-time education within a traditional school environment. These provisions are typically commissioned by local authorities, schools or multi-academy trusts to meet the needs of pupils who require a different approach to education and support. Including Education Otherwise Than at School (EOTAS). Alternative Provision serves a diverse group of learners, including those who have been permanently excluded, are at risk of exclusion, experience significant social, emotional or mental health difficulties, have medical needs that prevent regular school attendance or require additional support to engage effectively in education. In some cases, NSAP may also be used to support pupils with Special Educational Needs and Disabilities (SEND) where their needs cannot currently be met within a school setting. The use of NSAP does not remove the Local Authority's duty under Section 42 of the Children and Families Act 2014 to secure the special educational provision specified in an Education, Health and Care Plan. NSAP can take a variety of forms, including specialist tuition services, vocational learning programmes, therapeutic education providers, outdoor learning environments and online or blended learning models. These settings often provide smaller class sizes, more personalised learning programmes and additional pastoral or therapeutic support to help pupils overcome barriers to learning. The primary aim of NSAP is to ensure that children and young people continue to receive a suitable education while addressing the underlying factors that may be affecting their engagement, attendance or achievement. Provision may be designed to support a pupil's successful reintegration into a school setting or to provide longer-term educational arrangements where this is considered to be in the learner's best interests. Within the context of local authority commissioning and SEND services, non-school Alternative Provision plays an important role in maintaining educational access and improving outcomes for vulnerable learners. Effective commissioning arrangements include robust quality assurance, safeguarding oversight, monitoring of attendance and progress, and regular review to ensure that provision continues to meet the needs of the child or young person and delivers value for money. Suffolk County Council are exploring the possibility of inviting Tenders for inclusion on an Open Framework of approved, quality assured providers of Non-School Alternative Provision intended to facilitate the placement of vulnerable children and young people for whom the Council has a statutory responsibility. All young people placed under this contract will be of statutory school age in Key Stages 1-5, up to the age of 19 (and potentially 24 if they have an EHCP). Cambridge City Council is seeking a contractor for a package of internal and external repairs to the existing building, including masonry and brickwork repairs, roofing, joinery and timber repairs, drainage, ventilation, decorations and associated remedial works, together with specialist basement waterproofing works. The basement waterproofing element includes Contractor design and is required to achieve the specified BS 8102:2022 Grade 3 performance requirements. The premises will remain occupied throughout the works. Bedfordshire Fire and Rescue Authority operate six (6) sites with bunkered diesel vehicle fuel stations, three of which contain dual tanks. The sites are located within the county of Bedfordshire: Fire Headquarters Kempston (2 tanks / 1 dispenser), Bedford Fire Station (2 tanks / 2 dispensers), Stopsley Fire Station (1 tank / 1 dispenser), Luton Fire Station (2 tanks / 2 dispensers), Leighton Buzzard Fire Station (1 tank / 1 dispenser) and Dunstable Fire Station (1 tank / 1 dispenser).
