The purpose of this Preliminary Market Engagement (PME) exercise is to engage with the market to understand current supplier capability, market developments and potential approaches to the delivery of travel management services. SUPC is seeking to gather information to help inform the scope, lotting structure, commercial model and service requirements of the proposed framework, including the potential provision of business travel, student travel, meetings and events, and associated services. The proposed framework will provide higher and further education institutions and other public sector organisations with access to a range of travel management services. The final scope and lotting structure will be informed by member requirements, supplier engagement and wider market intelligence. Information gathered through this exercise will help SUPC to develop the procurement strategy and specification. The PME is not a tender and does not constitute a commitment by SUPC to proceed with any particular approach or award a contract. The resulting framework agreement would be available to all members of the regional consortia that comprise UKUPC (APUC, LUPC, NEUPC, NWUPC, SUPC, TEC and TUCO). Members span a range of public sector organisations and include higher education institutions, schools and colleges, government departments, local authorities, charitable organisations, housing associations, NHS trusts, and others.

Initial thinking includes three potential Lots as follows: Lot 1: Bursary payment services - Where the supplier handles payments to qualifying individuals on behalf of the member organisation. This Lot is likely to have applications to the wider public sector membership, where bursary and hardship payments are made. Lot 2: Credit bursary services - Where the supplier offers a wide range of products that support education (eg. books, equipment, tech) and qualifying individuals are credited with an amount to spend as they require. Lot 3: Bursary management services - Where the supplier offers a service to assess whether or not individuals qualify for bursary payments in line with the policies of member organisations. The expectation is that a resulting framework agreement would be available to all members of the regional consortia that comprise UKUPC (APUC, HEPCW, LUPC, NEUPC, NWUPC, SUPC, TEC, and TUCO). Members sit across the public sector and include Higher Education Institutions, Schools and Colleges, Government Departments, Local Authorities, Charities, Housing Associations, NHS Trusts, and others.
SUPC is exploring the viability of a potential framework agreement. The scope of this tender is the procurement of Laundry Equipment, services, supporting infrastructure and maintenance/repair of the associated equipment. Domestic equipment and the hire of linen or linen services is not covered by this tender. Rather than focusing solely on the purchase of equipment, the proposed framework aims to provide access to a range of complementary products and services that institutions may procure individually or in combination, depending on their operational requirements. At this stage, the proposed scope may include: commercial laundry equipment; managed laundry services and concession models; payment and digital technology platforms; maintenance and repair services; installation and commissioning; associated consultancy and technical advice; sustainability reporting and asset management support.
The scope of this procurement includes the retendering of the existing framework agreement (Serials, periodicals and associated services, LIB4054 SU) with the addition of a second Lot for single source subscription e-resources. It will be possible for suppliers to bid for both Lots if they wish: Lot 1: Subscriptions Agents - Subscriptions Agents enabling supply of serials, journals and other subscriptions products via a comprehensive online subscriptions management platform. Lot 2: Lot 2: Single Source Subscription E-Resources - Subscribed information e-resources that may form part of a library collection or similar service. Resources must be those where only one supplier exists, and they must be unavailable via a subscriptions agent or via a Procurement Act compliant Jisc deal.
