ORT 0210 - Long-Term Contract for the Through-Life End-To-End Support of the Stopped Vehicle Detection Service.
National Highways is planning a future procurement for the provision of a long-term Through-Life Support Contract for its Stopped Vehicle Detection (SVD) Service across England’s Strategic Road Network (SRN). Covering over 4,500 miles of motorways and major A roads, the SRN is a vital component of the UK’s transport infrastructure, carrying a third of all traffic and two-thirds of freight.
The requirement is expected to support approximately 27 operational SVD schemes across 6-Regions of the SRN. Where each SVD scheme is monitored by a nominated Regional Operations Centre (ROC).
The service supports the safe operation of All Lane Running sections of motorway through the provision and maintenance of SVD technology and associated support services.
The installed SVD estate comprises approximately 1,310 endpoint devices. The future contract requires support, maintenance, both reactive and cyclical, and improvement of the SVD application and associated operational systems. Telecommunications services provided through the National Roads Telecommunications Service (NRTS) are currently anticipated to remain outside the scope of the procurement.
This Pipeline Notice is intended to provide advance visibility of a potential future procurement and to assist supplier market awareness and planning.
This notice relates to the procurement of the Maintenance and Response 2 (M&R2) framework, which will deliver maintenance and reactive services for National Highways, across the strategic road network (SRN). The SRN is one of the biggest and most important pieces of infrastructure in the country, and is comprised of more than 4,500 miles of motorways and major A roads which are at the core of our national transport system.
The M&R2 framework will consist of seven location based lots and, following the procurement exercise, a single supplier will be appointed to deliver the services in each location. Each successful supplier will also be appointed to an overarching framework agreement, to provide resilience across the network in the event of supplier failure.
National Highways is looking for suitable suppliers to provide and undertake:
- cyclical maintenance,
- reactive maintenance to address urgent needs,
- incident response,
- severe weather operations and winter maintenance,
- operational roadside technology maintenance and schemes, and
- selected asset renewal works including but not limited to; road markings, soft estate, lighting, road signs, road restraint systems and fencing.

National Highways is working in collaboration with the Office for Zero Emission Vehicles (OZEV), a joint unit between the Department for Transport and the Department for Energy Security and Net Zero, to strengthen electricity network capacity to some motorway service areas (MSA) in England. The intention is to create affordable electricity network capacity at these MSAs to enable greater provision of ultra-rapid electric vehicle (EV) charge points to support long journeys.

This pre-market activity is seeking to gather information specifically from National Electricity Registration Scheme (NERS) accredited suppliers who are able to deliver contestable works, i.e. the electricity extension assets at a subset of the 116 MSAs in England.
Individual MSAs could require new connection capacity in the range of 5 to 50 MVA and depending on the available network capacity and the point of connection offered by the relevant DNO, the extension assets for each site may be at 132kV, 33kV, or 11kV.

Replacement contract for the existing Historical Railways Estate Works Framework which expires in 2027.
The Historical Railways Estate (HRE) is a collection of over 3,100 structures and assets which were once part of Britain's rail network, with many structures that are over 100 years old. These structures reside within England, Scotland & Wales.
Once managed by BRB (Residuary) Limited, which was dissolved in 2013, National Highways has been responsible for looking after these structures on behalf of the Department for Transport (DfT) since September 2013.
The Estate is made up of a wide variety of structures and other assets that National Highways is required to maintain and make safe, so the work generally involves repairs, strengthening, restoration and cyclical maintenance/surveys/inspections.
National Highways cannot provide these services in-house and therefore is required to outsource these activities to compliant suppliers.
