| Period rationale: | The duration is justified to ensure the ability to undertake secondary competition between M&R2 suppliers in the event a M&R2 supplier is no longer able to fulfil their obligations under their M&R2 lot contract i.e. poor performance or supplier failure. Therefore the framework must be in place for at least as long as the last expiry date for any planned M&R2 lot contract, each of which are anticipated to run for approximately 8.5 years from the starting date (which are staggered over the course of circa 12 months). The M&R2 lot contracts duration have been designed with consideration to the following factors: - promotion of investment in innovation, people, equipment, and collaborative relationships, giving overall best value and maximising productivity, - previous market engagements show that the supply chain prefers a contract duration of longer than 4 years, - resource drain (for all parties) for future procurement activity planned around the same time as M&R2's successor. |
This notice relates to the procurement of the Maintenance and Response 2 (M&R2) framework, which will deliver maintenance and reactive services for National Highways, across the strategic road network (SRN). The SRN is one of the biggest and most important pieces of infrastructure in the country, and is comprised of more than 4,500 miles of motorways and major A roads which are at the core of our national transport system. The M&R2 framework will consist of seven location based lots and, following the procurement exercise, a single supplier will be appointed to deliver the services in each location. Each successful supplier will also be appointed to an overarching framework agreement, to provide resilience across the network in the event of supplier failure. National Highways is looking for suitable suppliers to provide and undertake: - cyclical maintenance, - reactive maintenance to address urgent needs, - incident response, - severe weather operations and winter maintenance, - operational roadside technology maintenance and schemes, and - selected asset renewal works including but not limited to; road markings, soft estate, lighting, road signs, road restraint systems and fencing.
