Traffic Speed Condition Surveys 2027-2032. National Highways will be procuring a service to produce data assessed and accredited against the detailed TRACS specification. This data is required for asset management by Ops, for compliance with the DMRB, for generation of KPI3, PI5.2 and network valuation. It is also to collect high-quality, objective condition data for efficiently managing the pavement asset, and for collecting data required in the calculation of various KPIs, PIs and Network Valuation figures. To accomplish this, we require a new TRACS supplier to be identified, and a new contract be awarded to continue provision of TRACS data once the current contract ends.

Replacement contract for the existing Historical Railways Estate Works Framework which expires in 2027. The Historical Railways Estate (HRE) is a collection of over 3,100 structures and assets which were once part of Britain's rail network, with many structures that are over 100 years old. These structures reside within England, Scotland & Wales. Once managed by BRB (Residuary) Limited, which was dissolved in 2013, National Highways has been responsible for looking after these structures on behalf of the Department for Transport (DfT) since September 2013. The Estate is made up of a wide variety of structures and other assets that National Highways is required to maintain and make safe, so the work generally involves repairs, strengthening, restoration and cyclical maintenance/surveys/inspections. There are claims that MMFM could demonstrate effectiveness under various protective layers—including cement grout, galvanisation, coatings, High-Density Polyethylene (HDPE) sheathing, and wax—while providing quantitative assessment of corrosion and residual cable capacity. This exploratory work aims to understand if these claims for MMFM can be technically validated, and adaption for deployment under UK environmental and operational conditions could be considered. Highways work involves many tasks that create dust including cutting, drilling, milling, scrabbling, hydrodemolition and demolishing of concrete and other stone products, mixing of cementitious products, handling of aggregates and potentially asbestos. Exposures to these dusts can cause lung diseases such as silicosis, COPD and cancers. NH is undertaking exploratory research into innovative approaches for pavement compliance testing on the SRN. This work aligns with the Home Safe & Well vision that no one should be harmed while travelling or working on the SRN. Pavement compliance testing is essential to ensure customer safety and the quality of highway renewal works. It is currently estimated that compliance testing activities account for approximately 98,500 work hours on the SRN each year. At present, much of this testing is carried out at night by operatives working adjacent to live traffic, exposing them to significant risks including vehicle incursions and people–plant interface hazards. There is an urgent need to explore and accelerate the adoption of automated compliance tests (ACT) that can remove operatives from high-risk live traffic environments. Early research indicates that such technologies have the potential not only to significantly improve workforce safety, but also to enhance pavement quality, deliver smoother roads, and improve the overall customer experience.

National Highways is looking to secure the provision of a single supplier to develop a solution to Vehicle Restraint Systems (VRS) / drainage design clash by validating precast foundations that improve maintenance efficiency, safety and reduce carbon. The design clash between the VRS and drainage systems relates to the restriction of placing VRS foundations within fin / filter drains, which would restrict the capacity of the drains. The solution proposed is for a precast concrete foundation to support the VRS across the filter drain, which would minimise the works required to conduct the maintenance activities. The additional benefit would be that the new foundations should be able to use the new VRS systems, with greater spacing between posts. This solution should lead to less materials required in the construction of new sections of VRS, and less wastage of materials during maintenance activities. The expected outcomes of this project would be: • Design and checking of precast elements that could function as VRS foundations, which have the ability to span typical filter drains and accommodate a variety of VRS post spacings. • Production of these precast elements to form prototypes that can be tested to the requirements of BS EN 1317 • Concise construction methodologies for installing the precast VRS foundation, as well as for maintenance activities for the filter drains under the foundation • Modelling of the drainage, to ascertain the impact of the precast VRS foundation on the capacity of the drainage system

National Highways is exploring options for the development of a controlled testing environment capable of replicating the behaviour of the Wisley Interchange integral bridge; pioneering remote control condition monitoring with 116 sensors recording data on a brand new integral bridge. National Highways is looking at extending the current live operational trial at the M25 Junction 10 Wisley Interchange integral bridge through the design and construction of a scaled physical model. This activity will enable controlled investigation of structural–soil interaction (SSI) behaviour, complementing the existing full-scale monitoring programme. The Wisley Interchange Bridge Trial is pioneering the use of remote condition monitoring on a newly constructed integral bridge, with 116 sensors currently deployed and recording live performance data. While the field trial provides invaluable real-world insight, the addition of a laboratory-based physical model will allow deeper understanding of settlement, stress, and strain behaviour under controlled conditions. The combined use of physical laboratory testing, advanced modelling, and live field data will provide early evidence on the potential to inform future updates to PD 6694-1. In the longer term, this approach has the potential to reduce material use, cut construction costs, and improve confidence in the design and delivery of integral bridge structures.
