NHS England is seeking a supplier to provide ongoing maintenance, administration and operational support for the National Competency Framework (NCF) for Data and Analytics Professionals. The NCF is a nationally adopted framework that defines the knowledge, skills and behaviours required across the health and care system and supports workforce capability development, career progression, professional standards and associated workforce products. The appointed supplier will provide day-to-day support to ensure the framework remains current, accessible and effective for existing and prospective users. Activities are expected to include framework maintenance and updates, stakeholder engagement, adopter support, communications, reporting, governance administration and the management of queries and feedback from users. The supplier will also support the promotion and adoption of the framework across NHS organisations and the wider health and care sector. This requirement will provide interim support while NHS England considers the future operating model for the framework, helping to safeguard the continued use, relevance and value of this national workforce asset. Through the delivery of this service, the supplier will support NHS England's wider ambition to build a sustainable, capable and recognised Digital, Data and Technology (DDaT) workforce and enable the continued development of workforce capability across the health and care system.
In 2021, the NHS Public Board approved a roadmap to drive supplier decarbonisation and support the achievement of the NHS Net Zero target. The 2028 milestone of this roadmap outlines new requirements to be introduced overseeing the provision of carbon footprints for individual products supplied to the NHS. The 2025 Five years of a greener NHS progress report refined the scope of this milestone to high-emission areas, particularly pharmaceuticals, medical technologies, and digital where more granular carbon insights can deliver value on the NHS’s journey to net zero. There isn’t currently a single methodology to measure product level emissions, and further work is required to define the technical approach that will deliver the expected benefits of this policy. This procurement exercise outlines the need to commission a third party with expertise and experience in Product Carbon Footprinting (PCF) in the health sector to support, by the end of Q4 26/27, the selection, tailoring and testing of the technical PCF requirement of the 2028 milestone. This includes working with a technical reference group (TRG) with experts in Footprinting to identify existing methods and standards, assessing their alignment against the NHS policy intentions, recommending options and how they could be practically applied in the identified areas, and testing them with suppliers, using real data, and reporting learnings from the process. Enabling the collection of granular data for high-emission areas is key to assisting NHS England (NHSE) to demonstrate regard to the need to contribute towards compliance with its statutory climate change duties (Climate Change Act 2008 and Environment Act 2021). This project will support understanding of key products’ emissions, allowing the NHSE team and local stakeholders to prioritise actions to tackle supply chain emissions, as well as identifying opportunities for UK innovation and growth, improving health products value and supply resilience.
NHS England is seeking a supplier to undertake an independent, evidence-led review of the National Competency Framework (NCF) for Data Professionals. The NCF is a nationally recognised framework that defines the knowledge, skills and behaviours required by data and analytics professionals across the NHS and wider public sector and is intended to support workforce development, professionalisation, career progression and organisational workforce planning. The purpose of this review is to establish a clear understanding of the current awareness, adoption and use of the NCF, assess available evidence of its impact and benefits, and identify the factors that support or hinder adoption across the health and care system. The review will also provide NHS England with a robust evidence base to inform future investment, decision-making and development of the framework. The appointed supplier will be expected to undertake a mixed-methods review, drawing on quantitative and qualitative evidence from relevant stakeholders, users and organisations. The work will include assessing adoption levels, evaluating available evidence of impact and value, gathering stakeholder insights, identifying barriers and enablers to implementation, and developing practical recommendations for future monitoring, evaluation and reporting. The project will deliver an adoption baseline, impact assessment, stakeholder findings, a monitoring and evaluation framework, and evidence-based recommendations. Through this work, the supplier will support NHS England's ambition to build a sustainable, capable and recognised Digital, Data and Technology (DDaT) workforce and strengthen the evidence base underpinning workforce professionalisation across the health and care system.

NHS England are seeking to establish a supplier registry for the use of AI-enabled ambient scribing products in health and care settings. Suppliers must hold class 1 Medical Device Accreditation and current DTAC assessment. All corresponding certifications and registrations specified within DTAC must be provided as part of the application process. Evidence of benefit within the NHS care setting proposed is also required. Evidence may be provided in various formats for example, in the form of case studies or reports. The aim is to create and develop a robust and accurate supplier registry for ambient voice technology ("AVT Registry") with an accompanying resource library that will be shared to better inform buying authorities so that they can ensure compliance with the guidance issued by NHS England. Procurements thereafter will be undertaken by the NHS bodies themselves and in accordance with their own governance requirements. The National Commercial and Procurement Hub will undertake preliminary completion checks against the requirements and standards as specified on the Atamis e-tendering portal. An evidence base of documentation will be collated for onward sharing with NHS Buyers. All collateral must be kept up to date and current. It is the supplier's responsibility to keep the Hub up to date with details of their systems and solutions so that the information shared with NHS Buyers is current and accurate. The registry operationalises the requirements by offering a transparent, centralised platform where AVT suppliers can self-declare compliance. It is not a procurement mechanism, but a strategic enabler that: • Lists successful AVT solutions that have submitted evidence of self-certification with NHS standards • Supports procurement and pilot planning by surfacing supplier capabilities • Encourages transparency around safety, data handling, and performance • Enables monitoring and evaluation of real-world use and outcomes • Facilitates cross-system learning and reduces duplication across ICBs Solutions may include, but are not limited to: • Ambient voice capture • Real-time speech to text transcription • Generative AI summarisation • Suggested structured coding • Intelligent identification - referral • Intelligent summarisation - referral • Automated template population - referral • Intelligent summarisation - patient • Automated template population - patient • Review for approval - clinical • Integration and API Management - EPRs • Insights and Reporting Applications are welcomed from Electronic Patient Record (EPR) providers as this will assist with providing options and information around comparison of EPR Modules against off the shelf. Suppliers will be required to demonstrate: • Compliance with DTAC • Evidence of proven impact and benefit in the NHS • Proven experience delivering AVT solutions in healthcare environments • Ability to integrate with existing NHS digital infrastructure • Scalability to meet varying levels of demand across different NHS organisations • Evidence that the product/solution can meet the capabilities as stated in the application pack via video submission. In addition, suppliers will be required to complete and submit: • A solution Performance and Monitoring Response document. • An indicative pricing matrix or price list. • Information and collateral for onward sharing with NHS Buyers demonstrating the product capabilities and features. The instructions required for completion can be downloaded from the Atamis portal. Please note, the Atamis Contract Reference is: C378603 - AVT Self Certified Registry for the use of AI-Enabled Ambient Scribing Products. To access the information and documents in Atamis, you may need to register if you have not done so already. Please find the following URL for Atamis: https://atamis-1928.my.site.com/s/Welcome Should you have any issues accessing Atamis, further support can be found via the Atamis helpdesk on 0800 9956035 or via email [email protected] 8am to 6pm Monday to Friday (except public holidays) A guide to using the Atamis portal can be found by using the following link: https://services.atamis.co.uk/docs/Supplier_User_Guide.pdf This AVT Registry process aims to communicate to NHS organisations which suppliers have provided the necessary submission evidence, to assist them with their local procurement of AVT solutions. The expectations are that buying authorities such as GP's, ICB's and Acute Trusts will use the AVT Registry and accompanying resource library as part of the necessary and locally required due diligence governance checks and to inform a suitable and compliant route to market which will vary according to requirements and contract value. The first iteration of the AVT Registry was published on the 16th January 2026 and is shared with NHS Buyers upon enquiry into the National Commercial and Procurement Hub. The initial Pre-Market Engagement Notice (UK2) was published along with the application pack on the 29th October 2025. The AVT Self Certified Registry will remain open for new submissions on an ongoing basis. New applications will be reviewed in the order in which they are received. Additional and ongoing reviews may be required as guidance and products and functionality develop.

PLEASE NOTE - This is not a 'call to action' notice and requires no response to the Authority. This notice is published in accordance with the Procurement Act 2023 as a Planned Procurement Notice (UK3). It provides advance notice that NHS England intends to establish an open framework using the competitive flexible procedure for the future procurement of Digital Primary Care General Practice Information Technology (GPIT) solutions, ahead of the publication of a tender notice. Digital systems are fundamental to the delivery of modern general practice services. NHS England's Digital Services for Integrated Care (DSIC) programme is improving digital products across care settings to support and enable an integrated care system, working with technology suppliers to deliver a choice of commonly assured, intuitive and innovative products and services. This framework will be key to this, as well as supporting commitments in the NHS 10 Year Health Plan (10YHP), national digital strategy, and the GP Contract’s digital requirements. For the purposes of this procurement, GPIT encompasses the digital solutions (products and services) that support the commissioning, delivery, administration and continuous improvement of general practice. This includes technologies used by clinicians, administrative staff, patients and commissioners to facilitate access to care, care delivery, clinical decision-making, service integration, population health management and operational efficiency. The technology used in general practice falls into two groups: core digital capabilities needed to deliver care, including the recording, management and access of patient health information (‘Foundation’ Electronic Patient Record solutions); and broader digital capabilities which provide clinical and operational support solutions to complement, extend or enhance the core digital capabilities (sometimes referred to as ‘Non-Foundation’ solutions). The Authority intends to establish a lotted open framework in accordance with section 49 of the Procurement Act 2023. It is anticipated that the framework will provide a simplified route to market for General Practice Information Technology (GPIT), enabling access to innovative digital solutions whilst securing value for money for the NHS. The indicative lotting structure is as follows: • Lot 1: Foundation Electronic Patient Record (EPR) Solutions • Lot 2: Clinical and Operational Support Solutions • Lot 3: Research and Development The above Lots are characterised by the digital capabilities they consist of. For further description of the capabilities listed below, please see the supporting document attached titled ‘Description of Framework Capabilities’. Further details of the requirements for appointment to the framework will be available in the tender documentation. Lot 1 (Foundation Solutions) will consist of the following capabilities: • Appointments Management - GP • Consultation Management - GP • Patient Information Maintenance - GP • Prescribing - GP • Referral Management - GP • Resource Management Lot 2 (Clinical and Operational Support Solutions) will consist of the following capabilities: • Advice and Guidance (Professional to Professional) • Care Plans • Caseload Management • Clinical Decision Support • Communication Management • Cross Organisation Appointment Booking • Cross Organisation Workforce Management • Custom Workflows • Digital Diagnostics • Digital Dictation • Dispensing • Document Management • Domiciliary Care • Emergency Alerts • GP Extracts Verification • Medical Reports • Medicines Optimisation • Population Health Management • Remote Patient Monitoring • Reporting • Risk Stratification • Scanning • Self-Service Appointment Check In • Social Prescribing • Task Management • Telecare • Video Consultation Lot 3: Research and Development This lot will offer successful suppliers on Lots 1 and 2 the opportunity to be involved in research and development to aid the authority with developing and proving out new capabilities and standards through discovery to public beta activities, covering key areas required to evolve solutions and support national strategy. The framework will: • Permit the appointment of multiple suppliers to each lot; • Permit the appointment of same suppliers across different lots; • The framework is expected to reopen at planned intervals during its term; and • Allow for auto enrolment (unless opted out of) onto Lot 3 for successful suppliers awarded a place on Lot 1 or Lot 2. Call-off contracts will be run and awarded primarily by (but not limited to) Integrated Care Boards and general practices through mechanisms that may include direct award and competitive flexible procedures in accordance with the Procurement Act 2023. Detailed service models, delivery requirements, and performance expectations will be set out in future tender documentation which will be made available through Find a Tender when the UK4 Tender Notice is published. Indicative Timeline: The framework procurement will follow a multi-stage competitive flexible procedure and is intended to be issued in November 2026, subject to final governance approvals that are currently in progress. Framework go-live is expected in Q3 2027. A full procurement timetable will be available in the published tender notice and tender documentation. Please note: this timetable is indicative and subject to change. The dates set out in the UK4 Tender Notice will take precedence. Prior Notices Formal market engagement for this Procurement took place between May and June 2025. Full details of this and materials released in the market engagement will be shared alongside the future tender documentation.
