The aim of this procurement is to address recently identified issues with our backup emergency mobilising system, which relies on Circuit Switched Data (CSD) over the 2G mobile network. We have identified faults with our current CSD compatible SIM cards and now need to procure replacement SIMs that will continue to support CSD for at least the next two years. This system provides essential backup capability to ensure that crews are reliably and effectively mobilised to incidents.
The desired contract period would be for a two-year period, with possible extensions depending on whether the infrastructure is still available to support.

The contract will be for the servicing and maintenance of Breathing Apparatus (BA) compressors, and where appropriate the replacement of Breathing Apparatus (BA) compressors across the three Welsh Fire and Rescue Services for those existing units which are deemed no longer viable to service/repair.

The three Fire and Rescue Services in Wales are looking to purchase a range of Skills for Justice accredited Business Fire Safety Courses at Levels 3, 4 and 5.
Supplier must be accredited to deliver and provide certificate of these courses. It is essential that facilitators of each course hold the relevant qualifications to teach the course, and will be able to provide evidence to show maintenance of teaching competencies and updated knowledge in this subject area to reflect changes in legislation and/ or national guidance.
It is expected that the training will be delivered either at the Service Provider’s venue or through virtual classroom learning and when required at a suitable Fire & Rescue Service venue / facility. Mid and West Wales Fire and Rescue Authority are publishing this Preliminary Market Engagement Notice to notify suppliers of our intentions to advertise a tender for an Employee Health Benefit for the Authority, this will be a Private Healthcare Subscription Contract commencing early in 2026.
This is a new provision, and employees subscriptions will initially be fully funded by the Authority. Should employees wish to add dependents to any potential scheme the employee will be responsible for additional costs.
The broad aims of provision of the additional health benefit are to:
• give staff an easy and quick access to primary health care, diagnostics and treatment.
• provide additional level of mental health support and reassurance for all staff.
• reduce sickness absence costs, increase focus and productivity of employees.
• improve staff retention, attract and retain talents.
• improve the culture and make staff feel valued and supported in the workplace.
• give staff further access to free webinars and/or wellbeing-related toolkits.
• provide quality assured information and advice about health and wellbeing.
• make a positive impact on employee’s stress levels, wellbeing and overall standard of living by giving staff an access to employee rewards and benefits.
• maximise the health, well-being and efficiency of its members.
• increase employee engagement and satisfaction.
While the successful provider may offer cash plans as an optional enhancement for employees to supplement, the core contract will not be based on a cash plan model.
The additional healthcare benefit has received approved funding for an initial 2 year period, and therefore the initial duration will be for 2 years, with the potential to extend for a further 6 years at 24 month intervals.

Details of the new contract will be contained in the tender documentation, with the tender advertised in March 2026 following the engagement event. Mid and West Wales Fire and Rescue Authority is seeking suitably qualified and experienced contractors to provide the servicing, maintenance, repair and replacement of our heating and catering equipment.
The contractors will be required to deliver:
• Planned preventative maintenance and bi-annually statutory servicing;
• Reactive maintenance and repairs;
• Renewal or replacement of equipment where assets are beyond economic repair;
• 24/7/365 emergency call-out coverage;
• Provision of compliance documentation;
• Coordination with organisation’s contract manager.
The requirement will be split into 3 Lots:
• Lot 1 – Western Division (Pembrokeshire & Carmarthenshire)
• Lot 2 – Southern Division (Swansea & Neath Port Talbot)
• Lot 3 – Northern Division (Ceredigion & Powys).
Please note that suppliers will only be able to bid for a maximum of 1 Lot from the 3 Lots available.
The Contract Term for each Lot shall be for a period of 2 years with the option to extend by a further 4 years at 2 year intervals.
