Leicestershire County Council (as lead authority and on behalf of Rutland County Council District Council) is responsible for commissioning in the administrative areas of Leicestershire and Rutland for the provision of Individual Placement & Support (Substance Use) in accordance with the Public Procurement Regulations 2024 and the Procurement Act 2023. The service will be available to adults (aged 18 and over) receiving structured treatment for drugs and/or alcohol within Leicestershire and Rutland’s Integrated Substance Use Treatment Service. Eligible individuals will be those who are out of work or at risk from losing their employment and are entitled to work in the United Kingdom. The aim is to deliver a fully utilised IPS provision across Leicestershire & Rutland, which adheres to the IPS approach and meets the needs of individuals in treatment, including consideration of their treatment and recovery journey, their individual preferences for work and the personalised support they might need. The Provider will also need to have consideration of the rurality of the area and the barriers to accessing support and employment that may create. The purpose is to support those individuals to find and sustain meaningful paid work. IPS should also be person centred, offer pre-employment support and guidance, as well as in-work support to ensure long-term job retention. If future funding is agreed by central government, the Councils anticipate the total contract value (for 4 years) to be approximately up to £975,000. Any agreed increases to the Maximum Annual Funding shall only become binding if incorporated into the Contract pursuant to Clause B23 (Variation), please refer to ‘Doc 03 Contract Term & Conditions’.

Hire requests are received from service areas across the Authority and are required for various reasons including owned fleet off the road due to long terms repairs, in order to provide resilience in the fleet due to reliability issues (such as minibuses) and increased demand from service areas. The Authority require a contract with suppliers who are able to supply the whole range of vehicles within the lot tendered for that are used by the Authority. The estimated value given for each lot is simply the total contract value divided into 12 equal lots. Leicestershire County Council is seeking to establish a multi-supplier Framework Agreement for the provision of asbestos removal and abatement works across its property portfolio, including but not limited to schools, offices, libraries, depots, operational buildings, residential properties and other public sector premises. The successful suppliers will be required to provide a 24-hour, 365-day emergency response service, including attendance within two hours of notification where required. Services shall be delivered in accordance with all relevant legislation, guidance and industry standards, including the Control of Asbestos Regulations 2012, HSG247, ACOP L143 and associated Health and Safety Executive guidance. The Framework will operate primarily through direct award and mini-competition procedures. Works will be undertaken throughout the geographical area of Leicestershire and may include properties occupied by vulnerable persons, children and members of the public.

Provision of passenger transport in small vehicles (less than 8 seats). This includes home-to-school transport but also social care transport and DRT services. Leicestershire County Council manages the commissioning and contracting arrangements for individual packages of residential care for individual people, eligible for social care support, who are residents of Leicestershire. This Provider List is for residential care for adults who have been assessed as eligible under the Care Act 2014 or under the NHS Continuing Health Care (CHC) Framework and who require a residential or nursing care home placement to meet their care needs in Leicestershire.
