The Greater Manchester Combined Authority (GMCA) is seeking to commission a service to; • Deliver and manage Professional Information Networks relating to drugs for each of the 10 Greater Manchester local authority areas, • Oversee the Greater Manchester Local Drug Information System alert panel, • Write and produce appropriate drug alerts, • Liaise with relevant national and regional organisations and systems regarding drug alerts and emerging drug trends.

Greater Manchester Combined Authority (GMCA), as the contracting authority for Greater Manchester Police, are looking for a supplier who can provide a managed service across its on-premise and cloud hosted infrastructure. GMP operate a mixed estate due to the nature of some of the legacy systems not necessarily being cloud native or the support requirements are 24x7 at a 99.99999% availability level. Our physical datacentres are currently in two locations, Claytonbrook in Manchester and Corsham in Bristol. The cloud based environment is a private Azure cloud service. Our on-premise server estate is managed by Telefonica and our cloud service by ANS. Our existing service management tool is Alemba.

Inclusion Health Services: Co-occurring Conditions Support Services SERVICE MODEL: Directly support or signpost people experiencing multiple disadvantage. Multiple Disadvantage is defined as adults experiencing a combination of - homelessness, substance misuse, mental ill health, domestic abuse and contact with the criminal justice system. For the purposes of this contract, the focus for multiple disadvantage will be people experiencing co-occurring homelessness, substance misuse and mental ill health. The service will deliver an equivalent, or enhanced staffing structure and coverage to current arrangements with Local Authorities and existing programmes (i.e. RSPARG Local Authorities, Greater Manchester Housing First and RSAP as well as Individual Local Authority arrangements i.e. Manchester and Bolton). The service is expected to breakdown individual and workforce barriers within the contract i.e. joined up service and support across what was previously RSPARG Local Authorities, Greater Manchester Housing First and RSAP and Manchester City Council. Integrate existing GMCA Homelessness areas and programmes of delivery within the Enhanced Live Well offer There are a number of similar services and different providers supporting people experiencing homelessness, co-occurring conditions and multiple disadvantage operating across Greater Manchester Providers are expected to strategically collaborate with other providers of Inclusion Health support and identify opportunities to jointly support the workforce in line with Enhanced Live Well and integrated neighbourhood approaches across Greater Manchester. Providers are expected to take on a Lead Provider role for working collaboratively and building partnerships within this contract (Lot 1 - GP Primary Care and Lot 2 - Palliative Care Service) and within the wider Inclusion Health system across Greater Manchester The number of people supported by the service each year is reflected in professional caseload and number of referrals accepted to be taken forward for direct treatment and interventions. We expect a much wider cohort of people experiencing rough sleeping and co-occurring conditions (multiple disadvantage) to be supported through regular attendance at drop-ins and day centres and engagement with other professionals through the collaborative approach outlined above.

Greater Manchester Combined Authority (GMCA), acting as a central purchasing body on behalf of GMCA Group organisations and participating Greater Manchester public sector authorities, intends to establish a multi-supplier legal services framework for the provision of specialist legal advice and support in relation to regeneration, infrastructure, place-making, housing, transport, economic development and associated major projects. The framework is expected to provide access to a range of legal disciplines including, but not limited to, commercial, property, planning, construction, development, procurement, subsidy control, governance, compulsory purchase, highways and related dispute resolution matters. The framework is intended to support both high-value strategic regeneration programmes and associated legal workstreams across participating authorities. The framework is expected to be procured as a Light Touch services framework under the Procurement Act 2023. GMCA anticipates appointing multiple legal service providers and expects the framework to promote collaboration, knowledge sharing, innovation, social value and support for in-house legal teams across Greater Manchester.

Greater Manchester Fire and Rescue Service is required by law to ensure Personal Protective Equipment (PPE) worn by operational fire fighters is fit for purpose, to enable them to perform their duties, and maintained to an appropriate standard in line with the Personal Protective Equipment Regulations 2022 (PPE Regulations) (as amended from time to time). As such, Greater Manchester Combined Authority (GMCA), on behalf of Greater Manchester Fire and Rescue Service (GMFRS), seeks to procure a modern, interoperable Self-Contained Breathing Apparatus (SCBA) solution, including: • Breathing apparatus sets • Telemetry-based Entry Control Boards (ECB) • Associated ancillary and support equipment

Provision of Public Analyst Services & an Emergency Call Out Service. The service supports Greater Manchester Fire and Rescue Service (GMFRS) and GM Local Authorities (the Clients) to respond to hazardous & environmental protection incidents in the Greater Manchester area.

Greater Manchester Police (GMP) is undertaling a multi-stage Competitive Flexible Procedure, on behalf of Greater Manchester Combined Authority (GMCA), in order to identify a Higher Education Institution to deliver the Police Constable Degree Apprenticeship (PCDA) programme for the Force. The programme will be a joint delivery between GMP and the chosen Higher Education Institute (HEI).

GMFRS/GMCA are looking into delivering Digital Transformation Programme to GMFRS over a period of up to 10 years. GMFRS/GMCA will be delivering the programme, and we are looking for a partner to deliver the 'digital solution' project/element of the programme, for approx. 3.5 years, with ongoing support and maintenance expected beyond that. The organisation currently has 50+ fragmented systems and 30+ processes with many manual interventions, across 'Service Delivery' and 'Prevention & Protection' directorates, duplicate and inconsistent premises, people and risk data, heavy reliance on manual data entry and re-keying, limited mobile capability impacting field-based working, constraints in reporting, auditability and data quality - all of which will wish to address in the Programme.
