Typically, the quay is 10.9m wide and approximately 827m in length, being divided into nine sections with expansion joints at approximately 92m spacing, however only some sections of the quay are to be repaired under this contract. The suspended quay incorporates three shipping berths, two of which are located at the Town Quay berth and are incorporated within the works area. The suspended quay is used by the Port of Wisbech to load and unload cargo from visiting vessels and for storage of goods in transit. The Contractor shall determine if it is viable for one of the shipping berths to remain Operational during the works without comprising the health & safety of their own or the port operator's workforce, whilst not impacting on the Overseeing Organisations programme requirements. The proposed works primarily comprise of:- • The removal of the existing Asphalt surface course by cold milling to a depth of 40mm over 2830 m2 • Preparation of the concrete deck by scraping, filling and captive blasting to remove all surface material and tack coat remnants. Thoroughly clean the surface and apply a primer followed by a high performance concrete deck waterproofing system over 2830 m2 • Application of a bond coat and hotmelt bitumen tact coat followed by a 45/50mm thick modified Heavy Duty Performance HRA or 10mm SMA surface course with a minimum 55 PSV and have a void content of less than 4%, to include treatment of all cold joints with 50-70 pen hot applied bitumen over 2830m2. The surface course material shall be resistant to rutting and suitable for use within a low speed an environmentally demanding shipping port location with daily HGV and crane loading. • The removal and replacement of 4No existing Type 6, BEJ 8 expansion Joints @ Chainage CH208, CH301, CH667 & CH758. Works to include for all floor sawing, disc cutting, primer, joint sealing, recess forming (where required) nosing and patching works including disposal of all material. Any exposed steelwork to be suitably cleaned and treated with a zinc rich primer. • Removal of redundant Double Bitt mooring bollards and either disposal or retention for re-use as specified. The Suspended Quay consists of a reinforced concrete superstructure formed of longitudinal edge beams and a continuous deck slab spanning between transverse beams. Precast (PC) piles support the quay along transverse beams and roadside longitudinal beams. The majority (typical section) of the quay is 10.9m wide and approximately 827m long, divided into nine sections with expansion joints at approximately 92m spacing. The suspended quay incorporates three shipping berths, two of which are located at the Town Quay berth and are incorporated within the works area. The suspended quay is used by the Port of Wisbech to load and unload cargo from visiting vessels and for storage of goods in transit. The suspended quay forms an active part of an operational port and therefore consideration will need to be given to programming and co-ordinating the works and facilitating vehicle access past the works where possible with the minimum amount of disruption. The Contractor shall determine if it is viable for one of the shipping berths to remain operational during the works without comprising the health & safety of their own or the port operator’s workforce, whilst not impacting on the Clients programme requirements. Co-ordinating and undertaking certain elements of the works during neap tide times when the port is less active will reduce both health & safety risk and disruption. Following a recent detailed concrete condition survey being undertaken by Nicholls Colton, the Councils appointed structural engineers recommended that works to sections of the quay structure, highlighted as “Red – were to be undertaken within a two year period and by November 2023. The proposed works:- The works comprise of removing defective concrete areas, exposing and treating the existing steelwork and undertaking concrete repairs to both horizontal and vertical faces for approximately 203 No patches, (30.58m2) and 250 No cracks (1056Lm) on columns, beams and soffits of the suspended quay. It is also considered necessary to install sacrificial anodes for cathodic protection to the patch repairs It is envisaged that the works to the underside of the commercial quay will need to be undertaken from the top side of the quay using a suitable mobile crane as used for underside of Bridge Deck inspection works between tides, as during the period of High Water access is unlikely. All specialist contractors must be members of the Concrete Repair Association (CRA), and be conversant with and work to the concrete repair standard covered in BS EN1504.

Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council, Peterborough City Council, and South Cambridgeshire District Council (RECAP Partners) seek expressions of interest from suitably experienced organisations to secure a contractor to carry out the dry mixed recycling services for the RECAP Partners through this Competitive Dialogue tender procedure. The RECAP Partners wish to establish contracts for the Bulking, Haulage and Processing of Dry Mixed Recycling (DMR) collected by the RECAP Partners. The RECAP Partners, as part of an innovative and unique commitment through collaboration, adopt a joined up approach in managing their dry mixed recycling provision across the region. As part of this collaboration, they are undertaking this single joint procurement, which will result in a successful bidder being appointed for each Lot (or both), but each RECAP Partner will enter into a separate contract with the successful bidder, the same duplicate contract being used. The contracts will last for five (5) years with the provision to extend for up to an additional five (5) years subject to requirements and satisfactory performance. The contracts will be awarded in two separate lots as follows: 1. Lot 1: the transportation/receipt, sorting and onward sale/re-processing of commingled dry recyclable materials. 2. Lot 2: the bulking and storage of dry recyclable materials and loading materials for transportation. If a bidder is successful in both Lots, the Councils will combine the Lots into a single contract for each of them. The contractor will need to demonstrate its ability to contribute to the RECAP Partner’s vision effectively and sustainably, based upon a financially sound long-term operational model that is attractive and acceptable to the RECAP Partners. The RECAP Partners collect and arrange for the processing and recycling of approximately 82,000 tonnes per annum collectively of dry mixed recyclables from household recycling collections. The DMR stream collected by each RECAP Partner includes paper, card, glass, plastic, metals and composite packaging materials. The contractor appointed will be required to work with the RECAP Partners to respond to any changes that result from the Environment Act 2021 coming into force. This may include receipt, processing and recycling of partially, or fully separated streams of DMR materials. The scope of the service required in each Lot includes the provision of a reception point for the RECAP Partner vehicles to make deliveries of waste, treatment recycling and/or disposal of all dry mixed recycling material, transport of all dry mixed recycling waste and resulting fractions, processing and sorting and the marketing and management of all process outputs (e.g. products and residues) from the treatment process. The scope of each lot also includes managing the service, collecting and reporting service information, reducing carbon emissions associated with managing the RECAP Partner’s waste, and providing social value. Scope of Services The successful bidder will be required to meet the following objectives whilst considering the carbon impact of the operations: • Sort and separate Contract Materials at a Materials Recycling Facility in a manner that maximises quality, quantity and value;. • Maximise the value from the Contract Materials and secure arrangements for the onward processing and sale of Recyclable Materials for recycling. • Treatment and disposal of all non-recyclable items whilst operating in compliance with the waste hierarchy, maximising diversion away from landfill.
