It is designed to ensure consistent standards of safety, quality, and performance, while offering value for money and streamlined access to a range of equipment types.

The Derbyshire County Council (DCC) Lamp Column EV Charging Program is a Local Electric Vehicle Infrastructure (LEVI) Scheme project, with partial grant funding received from the Office for Zero Emission Vehicles (OZEV). The project aims to provide local a minimum of 1000 standard chargers installed in or powered from lamp columns, in areas with high dependence on-street parking.

The service will include an effective delivery model that ensures equitable access to provision across Derbyshire and maximises participation from eligible children and young people, bringing a range of stakeholders to create a strong and sustainable network of provision that reflects local needs and priorities. The Council is seeking a provider that can demonstrate strong programme leadership, effective partnership working, robust governance and continuous improvement, ensuring the programme remains responsive to local need whilst delivering measurable outcomes, social value and value for money throughout the contract term.

Derbyshire County Council is seeking to establish an open framework of Alternative Provision for Children and Young People (CYP) in Derbyshire who are excluded, at risk of being excluded, disengaged or require alternative educational arrangements to meet their needs. The Framework will deliver education provision that supports CYPs to prepare them for the next stages of education, learning or adult life (including where relevant improving behaviour and attendance prior to re-integration into school) in line with the four approaches set out below: (a) Preventative support in mainstream schools to help at risk CYPs to remain in mainstream education. (b) Time-limited short-term placements to address and meet pupil's needs with the expectation to remain in or return to mainstream schools. (c) Transitional placements for CYPs who need support prior to moving on to next stages of learning, education, training, or entry into the workforce and/or the next stages of their lives. (d) Placements for Children who have been permanently excluded (where applicable). The services to be provided through the Framework have been split into 5 Lots: • Lot A: Preventative & Early Intervention • Lot B: Targeted Short-Term Provision • Lot C: Specialist Long-Term Provision • Lot D: Primary AP & Transition Support • Lot E: Vocational & Progression Pathways

Derbyshire County Council are seeking to appoint a single contractor to engage with landowners; maintain the already developed relationships, secure permission for NFM measures to be implemented on their land and design and implement these agreed measures at the appropriate and designated locations. The contract is expected to commence from November 2026 and be in place for approximately 24 months. Prospective tenderers should note that this contract may be affected by Local Government Reorganisation (LGR). In accordance with Schedule 8 of the Procurement Act 2023, this contract may be novated to a successor council or otherwise modified to reflect the requirements of any new council arrangements arising from LGR. The exact nature of any modification or novation cannot be determined at this time, but such changes will be managed under both the Procurement Act 2023 and the contractual provisions.

Derbyshire County Council is seeking to appoint a suitably qualified and experienced contractor to deliver a programme of highways surface dressing and ancillary works across the county's rural and urban road network. The contract covers the provision of all labour, plant, materials, equipment, supervision and associated services necessary to undertake surface dressing works, including pre-treatment preparation, masking of ironwork, chipping supply and management, application of surface dressing and seal coats, lockchipping, sweeping operations and defect rectification. Works will be undertaken on a variety of highway classifications throughout Derbyshire and must be delivered in accordance with the Specification for Highway Works, NHSS 13 and the RSTA/ADEPT Code of Practice for Surface Dressing.

The Council is inviting suppliers to tender for a contract for the provision of repairs and maintenance to heating equipment and servicing, repairs and maintenance to heating controls and Carbon Monoxide Detectors (CO₂ Monitors).

Derbyshire County Council are inviting suitable contractors to tender for the design, supply and installation of two leachate storage tanks, at Victory Quarry Closed Landfill. The contract will include associated services to remove and dispose of the old tanks and to supply pipework and pumping arrangements. The estimated value of the contract is approximately £110,000. The scope includes for the design, manufacture, testing, supply and installation of the tanks at the sites, as further detailed below. The scope also includes for the removal and disposal of the old tanks.

The Council is seeking information from the market in relation to the future procurement of a Vehicle Restraint Systems (VRS) Reactive and Maintenance Works contract. This Pre Market Engagement exercise (PME) is intended to gather insights from potential Suppliers to help shape our future service model, inform the development of procurement documentation, and understand market capabilities and deliver value for money.

Supply of Regional Labour Supply Framework, structured around geographical lots and standardised labour categories

Derbyshire County Council, acting as Lead Contracting Authority on behalf of the participating Derby and Derbyshire authorities, is seeking to appoint a Strategic Delivery Partner to provide programme leadership, implementation support, specialist expertise, independent assurance and additional delivery capacity to support the implementation of Local Government Reorganisation (LGR) across Derbyshire. Following the Ministerial decision of 16 July 2026, Derbyshire will transition to two new unitary authorities. The Northern Derbyshire Unitary Authority will comprise Bolsover District Council, Chesterfield Borough Council, Derbyshire Dales District Council, High Peak Borough Council, North East Derbyshire District Council and 21 parishes from Amber Valley Borough Council. The Southern Derbyshire Unitary Authority will comprise Derby City Council, Erewash Borough Council, South Derbyshire District Council and 14 parishes from Amber Valley Borough Council. The successful Supplier will provide programme leadership, implementation support, specialist expertise, independent assurance and additional delivery capacity from mobilisation through to Vesting Day and, where required, a post-vesting stabilisation period. Working alongside elected members, officers and programme leads, the Supplier will support the safe, effective and legally compliant transition to future arrangements, ensuring strong governance, risk management, service continuity and delivery of programme outcomes. The Supplier will operate within an Intelligent Client model, providing expert advice, challenge and delivery support without assuming statutory responsibilities or decision-making functions. The contract will support all programme phases, including: • Phase 1 - Mobilisation and Transition Planning • Phase 2 - Design and Development • Phase 3 - Implementation • Phase 4 - Vesting Day Readiness and Delivery • Phase 5 - Post-Vesting Stabilisation and Transformation Support will be required across a range of specialist themes, including programme management, finance, HR and workforce, legal and governance, ICT and digital, customer and service transformation, communications and engagement, organisational design, change management, procurement and commercial, assets and property, data and insight, and programme assurance. Suppliers must demonstrate significant experience of complex public sector transformation and reorganisation, strong programme management capability, access to specialist resources, and the ability to mobilise rapidly within a complex multi-authority environment.

This Pre-Market Engagement (PME) exercise is to enable The Council to explore the availability and quality of educational psychology services across the Derbyshire local area, with a view to securing sufficient educational psychology capacity to contribute educational psychology advice for Educational Health and Care Needs Assessments (EHCNAs) within the statutory timescales dictated in the SEND Code of Practice. The Council acknowledges that like many local authorities it is experiencing a high demand for assessments, services and provision for children and young people with SEND in its local area. The Council needs to manage this demand effectively and efficiently through exploring innovative solutions, understanding market capability, and comprehensively assessing both opportunities and risks for commercial providers and for itself as the commissioning body. The Council is particularly interested in the application of emerging technologies and the possibilities that these may offer for efficiency in terms of quality assurance, process and financial administration. In addition, The Council has statutory duties regarding the utilisation of the public resources for which it is responsible, both in terms of securing best value for taxpayers and for remaining fully compliant with its legal obligations around the delivery of services, both internally and making use of commercial market procurement. In order to address these priorities, The Council believes it is essential to seek the views of professionals engaged in the field of educational psychology, drawing on their expertise and experience to develop sustainable long-term policies that will secure high quality educational psychology services for the direct benefit of Derbyshire residents, while at the same time acknowledging that business continuity and financial sustainability are important considerations for professionals involved in this important field of SEND services. The Council is committed to engaging with all educational psychology professionals with whom we can form partnership relationships to provide for the children and young people of Derbyshire at the present time, and in preparation for the significant SEND reforms that are being promulgated by the government.
