To ensure communications are underpinned by effective media monitoring, Cabinet Office and the His Majesty (HM) Treasury Communications Team intend to procure an online platform which provides access to previously aired tv and radio broadcast footage from a range of UK national and regional channels. The Media Monitoring Unit (MMU) team within the Cabinet Office and the Communications Team within HM Treasury requires this service to support the delivery of its media monitoring which underpins effective communications in the Cabinet Office, HM Treasury and across government departments and agencies. This service will be used for MMU's media monitoring which contain snapshots of the national and regional broadcast news agenda that are connected to the business of government. CCS set up a Dynamic Purchasing System (DPS) for an initial period of 48 months with the extension option of 24 months. The Cabinet Office (Government Skills Group) is transforming the way learning and development (L&D) is designed, procured, and delivered across the Civil Service. Following the announcement by the Chief Secretary to the Prime Minister, the government is establishing the new National School of Government and Public Services (hereon The National School). The National School is tasked with delivering high-quality, targeted training to approximately 558,000 civil servants, developing executive leadership in the wider public sector, and to partner with public sector training bodies. The strategic goal of the National School is to shift away from the historically outsourced prime-supplier managed-service model. In its place, the Cabinet Office is building an insourced, hybrid capability. Under this new Future Operating Model (FOM), the Cabinet Office will directly manage core operations, standard curricula, and stakeholder engagement. However, expert external provision will remain a critical element of the programme. The National School transformation programme relies on three core, interdependent pillars to transition Civil Service training away from fully outsourced prime-supplier models toward an in-house, hybrid operating model by April 2028. Together, these pillars work to build direct relationships with suppliers, provide a modern digital learning infrastructure, and establish robust in-house operational workflows. Pillar 1: Future Supplier Partnerships (FSP) The FSP project serves as the commercial enabler of the new operating model, building the in-house capability required to buy learning services and manage supply chains directly. We aim to establish direct, value-driven contractual relationships with UK-based SMEs, universities, business schools, and niche providers. This service provides critical remote support to individuals who have gone through, are going through, or are at risk of conversion practices. The requirement comprises two primary components: Helpline Service: The operation of a bespoke helpline, or integration of comprehensive support into an existing vulnerable-person helpline. Service must operate a minimum of Monday to Friday, 9am to 5pm, via telephone & live web-chat/email. Website Management: Transfer, maintenance & expansion of existing information website, which serves as a public repository for legal protections, resources & signposting. The Cabinet Office and No10 Delivery Unit are exploring how government can support the exchange of learning and the successful adoption of smart practice across the UK's public services. The requirement is still being developed, and this preliminary market engagement will be used to understand market interest and capacity to deliver a 6-month research project in late 2026/early 2026 and to help refine the final requirement. A potential requirement may involve conducting an evidence review of approaches to knowledge exchange in complex systems, with a focus on knowledge which supports the practical process of adoption; and producing recommendations for government to accelerate adoption (e.g. through the use of targeted incentives, capability-building and accountability frameworks) across the public sector, drawing from international examples as well as evidence from the private sector. This research will support the government's Test, Learn and Grow programme - which looks to design, test and scale innovative solutions to complex challenges, with a focus on continuous learning and improvement - and No10 Delivery Unit, which aims to turn policy into real-world impact that is felt by the public whilst supporting the adoption of delivery best practice across government.
