Anchor is mobilising a Finance Future State Systems programme as part of its wider Finance transformation and Corporate Systems agenda. The programme is intended to establish a modern, scalable and sustainable Finance technology architecture, supported by appropriate processes, data, controls, integration and operating-model arrangements. Key information about the requirement: Anchor is seeking to appoint an independent and experienced Finance Systems Selection Partner to support the controlled definition, market assessment and selection of its future core Finance technology solution. The appointment is an enabling stage within Anchor’s wider Finance Future State Systems programme. It is not an appointment to supply the Finance software itself or to act as the subsequent implementation partner. Considerable preparatory work has already been undertaken (via a consultant PwC and internally), including: • assessment of the current Finance technology estate; • documentation of current processes; • finance maturity and capability assessments; • stakeholder-alignment activity; • high level functional requirements • high-level fit-gap and options work; • development of a Finance systems roadmap and programme charter; and • initial consideration of system, data, reporting, integration and organisational dependencies. The selected partner will be expected to build on and critically assess and revalidate this existing evidence rather than repeat work unnecessarily. The anticipated scope may include: • reviewing and assuring existing discovery, fit-gap, process, capability and requirements material; • working with Finance, Change, IT and other relevant business stakeholders to validate and deepen functional and non-functional requirements; • supporting the definition of future-state Finance capabilities and ensuring alignment with the emerging Finance Target Operating Model; • assessing relevant Finance systems and market options without predetermining a supplier or product; • helping Anchor distinguish essential requirements from areas where processes could be standardised or redesigned; • developing a proportionate and defensible evaluation framework; • supporting market engagement, longlisting and shortlisting; • designing structured supplier demonstrations, use cases, workshops, scenarios and, where appropriate, testing or sandbox activity; • supporting supplier evaluation, moderation, due diligence and reference activity; • providing independent challenge concerning product fit, implementation implications, integration, data, architecture, security, controls and deliverability; • supporting commercial and procurement activity alongside Anchor’s Procurement team; • producing a clear, evidence-based recommendation for the preferred future Finance solution; and • supporting the development of the subsequent investment business case and transition into implementation mobilisation. The initial programme scope is expected to include core Finance capabilities such as: • core accounting and general ledger; • procure-to-pay and purchasing; • accounts payable and receivable; • income-related Finance processes; • fixed assets; • cash, treasury interfaces and banking; • financial reporting, controls and auditability; • financial planning and analysis; • relevant data, master-data and integration requirements; and • interfaces with Finance-adjacent and wider corporate systems. The work must consider dependencies across Finance, Procurement, Technology, Data, People, Housing, Care and other relevant services. It must also recognise that the Finance technology solution and the Finance Target Operating Model will evolve iteratively, with operating-model decisions informing technology requirements and technology opportunities informing future processes, roles and ways of working. Anchor is not seeking a simple product comparison based on a large static list of features. We are interested in a structured, outcome-led and evidence-based selection approach that uses representative business scenarios and stakeholder participation to test how potential solutions would operate in Anchor’s environment. The detailed specification will be available on Monday 26th October.

These systems help protect our buildings, residents, employees, contractors and visitors from risks associated with lightning strikes, the resulting fire risk, and working at height activities with fixed assets. Ensuring that these assets are appropriately identified, maintained, repaired and replaced forms an important part of Anchor's compliance and asset management responsibilities. Anchor Hanover Group is England's largest not-for-profit provider of housing and care for older people, operating 120 care homes across England. These services support over 6000 older people with a range of residential care needs where safety, dignity, independence, accessibility and regulatory assurance are central to day-to-day operations. Resident safety and connected care technology is therefore a safety-critical capability, enabling residents to request assistance, supporting colleagues to respond effectively, and providing data to inform oversight, quality assurance and service improvement. Purpose of this market engagement Anchor is undertaking preliminary market engagement to understand current and emerging market capabilities and to help define a strategic resident safety and connected care solution. Anchor wishes to explore a safe, resilient and supportable common platform, or a small number of controlled solution patterns, across its care home portfolio. The preliminary market engagement will help Anchor understand the art of the possible, inform its defined specifications, target architecture, business case and roadmap, and explore the most appropriate delivery models for supply, installation, service and maintenance. Problem and opportunity Keeping residents safe, supporting independence and enabling colleagues to provide responsive, person-centered care are priorities for Anchor. A recent portfolio audit found issues with reliability, reporting, sensor performance, replacement equipment, ageing technology and fragmented support, across a varied portfolio of legacy technologies, suppliers and configurations. Indicative scope and areas of interest The future solution must support Anchor in meeting all applicable regulatory and statutory obligations relevant to care home operations. Suppliers should demonstrate how their solution enables providers to evidence compliance during day-to-day operation, internal assurance activity and regulatory inspection. The future solution should establish a consistent minimum standard for resident safety across all homes. It should also enable proportionate differentiation in resident and colleague experience to support Anchor's future Standard, Premium and Luxury care home service tiers. The solution should support person-centered care by allowing the system to be configured around each resident's individual needs, rather than being determined solely by the commercial tier of the home. The solution should also support the potential future expansion into specialist care models, including nursing, step-down and short-stay recovery, through configurable workflows, optional devices and integration with care or clinical records, without requiring replacement of the core platform. Anchor expects its digital care planning capability is likely to remain with the incumbent supplier in the immediate future, therefore future resident safety and connected care solutions should be capable of integrating with this and equivalent applications where appropriate. Anchor's Connected Properties programme is nearing completion. This project removes any corporate network and replaces it with a managed public Wi-Fi service across all care homes. The future solution may make effective use of this connectivity to support mobile working, integration, reporting and remote monitoring, while ensuring that safety-critical resident safety functionality remains operational if Wi-Fi or wider network services are unavailable. Anchor Hanover Group is England’s largest not-for-profit provider of housing and care for older people, operating 120 care homes across England. These services support over 6000 older people with a range of residential care needs where safety, dignity, independence, accessibility and regulatory assurance are central to day-to-day operations. Purpose of this notice Anchor Hanover Group is undertaking preliminary market engagement to understand supplier capability and market approaches for enquiries, admissions, occupancy and relationship management across its care home business. This notice is intended to alert the market that engagement is taking place, describe the opportunity at a high level and invite relevant suppliers to participate. This notice forms part of a wider care technology pre-market engagement exercise that also includes nurse call and incident management. Anchor is considering these areas together to understand the market landscape, potential integration points and future delivery options across its care technology roadmap. This activity enables market research to help Anchor define requirements, build the business case and design the target state architecture, by determining the extent to which enquiry management, CRM and customer financial management and/or workforce management is a specialist application that integrates to other systems or could be consolidated into a core care platform . It does not start a procurement process, does not commit Anchor to any future competition and supplier responses will not be scored or used to select or exclude suppliers. Problem and opportunity Anchor wants to improve the experience of prospective residents, relatives, representatives and colleagues from first enquiry through to accepted admission. The opportunity is to strengthen enquiry capture, qualification, marketing campaign attribution, home matching, assessment coordination, admissions progression, occupancy visibility and relationship management across a multi-site care home environment. Anchor is seeking to reduce avoidable duplication, improve pipeline and conversion insight, support more consistent ways of working, increase occupancy and ensure that accepted admissions can transition effectively into downstream care, finance and reporting processes. Likely scope and areas of interest . The likely scope includes the capabilities needed to manage enquiries, admissions and occupancy from initial contact to accepted admission. Anchor is interested in understanding whether the market can meet this need through dedicated enquiries and admissions products, CRM-led approaches, broader care technology platforms or integrated partner models. Anchor currently expects some care technology systems to be retained in the immediate future, including its care planning platform. Suppliers should therefore explain, at a high level, how their proposed approach would integrate with retained and future systems without creating unnecessary duplicate records or unclear ownership of care, resident, finance or reporting data. Anchor may also need to consider a future customer financial planning capability alongside the shorter-term priority for enquiries management. Suppliers should explain whether their approach could support or integrate with future processes for indicative fees, funding arrangements, payer information, financial planning and handover into customer finance, without extending the immediate engagement into a detailed finance specification at this stage. Anchor's target state architecture will also review workforce management and consider potential solutions to support rostering and time and attendance capabilities. Whilst not an immediate priority suppliers responding to this notice are welcome to highlight if this is included in their wider offer and the degree to which Anchor could consolidate applications into a core administrative platform. Headline capability domains 1. Enquiry capture and qualification: consistent capture of enquiries across relevant channels, with appropriate qualification, prioritization, campaign attribution and source tracking. 2. Prospect, contact and relationship management: a clear view of prospective residents, representatives, relatives, referrers and other contacts involved in the decision-making journey. 3. Home matching, availability and occupancy: support for matching prospective residents to suitable homes and services, understanding availability and managing occupancy opportunities. 4. Journey, workflow and pipeline management: clear stages, ownership, actions, service levels, escalation and visibility from initial enquiry to admission or closure. 5. Assessment, decision and admissions coordination: support for pre-admission assessment, suitability decisions, approvals, room reservation and controlled progression to admission. 6. Communications and digital engagement: timely, accessible and appropriately branded communication with prospective residents, relatives, representatives and referrers, including digital and assisted-digital options. 7. Fees, funding and financial handover: capture and handover of indicative fees, funding arrangements, payer details and related information needed for downstream finance processes. 8. Integration, reporting and insight: interoperability with retained and future systems, data quality, reporting, conversion insight, performance management and enterprise-level visibility. 9. AI, innovation and advanced insight: capability to leverage AI, advanced analytics and emerging technologies through the solution itself or via partner ecosystems, enabling continuous innovation, improved decision-making and enhanced business outcomes.

Description Anchor Hanover Group is England’s largest not-for-profit provider of housing and care for older people, operating 120 care homes across England. These services support over 6000 older people with a range of residential care needs where safety, dignity, independence, accessibility and regulatory assurance are central to day-to-day operations. Purpose of this market engagement Anchor Hanover Group is undertaking preliminary market engagement to understand the capability, maturity and delivery options available in the market for incident, safeguarding, complaints and quality management across its care home business. This notice forms part of a wider care technology pre-market engagement exercise that also includes nurse call and enquiries management. Anchor is considering these areas together to understand the market landscape, potential integration points and future delivery options across its care technology roadmap. This activity enables market research to help Anchor define requirements, build the business case and design the target state architecture by determining the extent to which incident management is a specialist application that integrates to other systems or could be consolidated into a core care platform. It does not start a procurement process, does not commit Anchor to any future competition and supplier responses will not be scored or used to select or exclude suppliers. Problem and opportunity Anchor operates a distributed care home estate and needs a consistent, auditable and insight-led approach to the capture, triage, investigation, oversight and learning of incidents, safeguarding concerns, complaints, compliments and quality events. The opportunity is to replace the legacy solution and strengthen resident safety, regulatory assurance, operational control and organisational learning. Anchor wants to improve understanding of how modern solutions can support end-to-end case management, timely escalation, regulatory reporting, action tracking and enterprise-level insight. Indicative scope and areas of interest The potential scope is expected to focus on regulated care home operations in England, with capability that can operate across multiple homes, regions and central support functions. Anchor is interested in both specialist best-of-breed solutions and broader care governance platforms, including where these integrate with retained digital care planning, medication management, workforce, resident, finance, document management and enterprise reporting services. Anchor invites suppliers to comment on how their solutions could support future specialist care models, such as nursing, step-down or short-stay recovery, without replacing the core platform. Anchor also wants to understand where supplier solutions could support comparable needs across its social housing business, including relevant housing processes, assurance, case management, reporting, learning and shared enterprise capabilities, while recognising that care remains the primary focus of this engagement. Anchor is also interested in suppliers’ views on the art of the possible. Suppliers are encouraged to challenge assumptions, identify where the proposed scope may be too narrow or too broad, and explain how proven market practice, automation, analytics or responsible AI could improve safety, assurance, colleague experience and decision-making. Headline capability domains 1. Event capture and intake: capability to record incidents, safeguarding concerns, complaints, compliments, near misses and other configured events consistently at the point of need. 2. Triage, classification and escalation: configurable workflows to assess severity, actual or potential harm, regulatory significance and the appropriate route for review or escalation. 3. Case management and investigation: auditable workflows for assignment, investigation, collaboration, approval, closure, reopening and oversight across local, regional and central teams. 4. Safeguarding, complaints and serious incidents: support for confidential safeguarding processes, complaint handling, serious incident coordination, external engagement and evidence management. 5. Regulatory and statutory reporting: capability to support evidence capture, decision-making and completion tracking for CQC notifications, Duty of Candour, safeguarding referrals, RIDDOR and other relevant reporting needs. 6. Actions, assurance and learning: capability to create, assign, track, verify and evidence corrective and preventive actions, share learning and monitor whether improvements have been effective. 7. Reporting, insight and analytics: operational, quality, compliance and governance reporting across home, regional and enterprise levels, including trend analysis, thematic insight and data provision for enterprise reporting. 8. Integration, security and implementation: secure integration with retained systems, appropriate role-based access, auditability, information governance controls, implementation approach, configuration model and ongoing support requirements. 9. AI, innovation and advanced insight: capability to leverage AI, advanced analytics and emerging technologies through the solution itself or via partner ecosystems, enabling continuous innovation, improved decision-making and enhanced business outcomes.
