| Buyer: | NHS SURREY AND SUSSEX INTEGRATED CARE BOARD |
| Main Category: | Services |
| Procurement Method: | Award procedure without prior publication of a call for competition |
| Method Rationale: | This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this award. This contract has now been formally awarded using direct award process C. No conflicts of interest were identified. Decision maker: Director of Commissioning and Neighbourhoods, NHS Surrey & Sussex. Evaluation Key Criteria The service evaluation was reviewed against the 5 key criteria. The key criteria were weighted as follows: • Quality and innovation 20% • Value 10% • Integration, Collaboration and Service Sustainability 30% • Improving Access, Reducing Health Inequalities and Facilitating Choice 15% • Social Value 25% The decision to award the contract to Surrey Independent Living Charity was made through review of the above structured evaluation of key criteria and selection standards, which demonstrated that the Provider continues to provide a high quality service. The assessment of the current service is as follows: Quality and innovation: Safe, reliable and person-centred support is essential, but continuity and collaboration carry greater weight. Value: Activity-based charges support value for money, balanced against outcomes, continuity and whole-system benefit. Integration, collaboration and service sustainability: This criterion carries the heaviest weight because integration is critical to coordinated PHB pathways, multi-stakeholder working, service continuity and sustainability. Improving access, reducing health inequalities and facilitating choice: The service improves access, choice and control for disabled people, children, older people and carers. Social Value: Promoting independent living, local employment, community participation and a sustainable Surrey care workforce. |
