Clarification Note 01 added to the tender documents. This notice has been updated to add one document: Clarification Note 01, dated 14 October 2026. It contains the Authority's consolidated, anonymised responses to all clarification questions received by the clarification deadline of 5.00pm on Friday 9 October 2026, together with the written note of the supplier site visit held on 5 October 2026, as required by clause 8.3 of the Invitation to Tender. The note corrects three points where published provisions were inconsistent with one another: the external hard standing is outside the Services, giving an internal printed in-scope area of 3,894.6 m²; the gymnasium is the only sprung timber floor, there being five timber areas in total; and the sports hall floor is wood. It also confirms where the basis of the first contract year is to be recorded in the Pricing Schedule. No other change has been made to this notice. The requirement, the conditions of participation, the award criteria and weightings, the estimated value and the contract term are all unchanged. The deadline for receipt of tenders remains 12.00 noon on Monday 26 October 2026, and the tendering period continues to run from the original publication date of 24 September 2026. Any further clarification will be issued in the same way.
The site. A single secondary school of approximately 4,315 m² of printed in-scope floor area across three blocks, together with a sports hall building of approximately 1,175 m² delivered under a 2025-26 expansion. A room-by-room schedule of floor surfaces, an out-of-scope list and a sanitary provision schedule are issued with the tender documents. The service. Fully managed: routine cleaning over a 40-week service year, periodic, holiday, deep and non-routine cleaning including high-level work, on-site supervision, labour, equipment, materials, quality assurance and reporting. Washroom consumables are to be priced both as a School-supplied and as a Contractor-supplied option. Points tenderers should note. Timber and sprung timber floors account for 616.6 m², 14.3 per cent of the in-scope area, across five areas including a sports floor and a floor in a food-consumption area. The estate contains 58 WCs, 56 wash basins and 20 showers. There is no site access at weekends or on bank holidays. The sports hall building is not expected to be available before the new year and is priced separately. Workforce. A TUPE service provision change is anticipated, involving eight employees across two transferors - seven employed by the outgoing contractor and one employed directly by the School. One employee is an active member of the Local Government Pension Scheme at an employer contribution rate of 18.4 per cent. Anonymised workforce information is issued with the tender documents, subject to the confidentiality terms of the Invitation to Tender. Approach to award. The School is procuring a properly resourced service that is correctly priced. Evaluation weights quality, staffing model, supervision and mobilisation alongside price.
