HAC6052 Substance Misuse Redesign

Description

London Borough of Tower Hamlets is recommissioning a borough-wide, world-class adult substance misuse treatment system, aligned with the Combatting Drugs Partnership Strategy (2024–2027). Currently Tower Hamlets commission and deliver a range of substance misuse treatment and recovery services for residents aged 18 plus, collectively branded as “Reset”. These services meet the needs of Tower Hamlet’s residents facing the challenges of substance misuse by equipping individuals with the tools to move towards a life where drugs and alcohol do not negatively impact on themselves, their families, and/or the wider community. The borough’s substance misuse treatment and recovery services have undergone significant change over the last six years. The “Reset” service model was launched in October 2019, followed by a challenging period of mobilisation during the pandemic years. More recently the borough has seen a substantial increase in investment, through time-limited grant programmes in support of the national drug strategy, From Harm to Hope. This has resulted in a series of iterative, short-term investments to improve the quality and outcomes of services, with the aim of increasing the numbers of individuals accessing and sustaining treatment. Following a period of review the borough is seeking to re-procure these services; providing an opportunity to build on the successes of the last few years and refresh our model within the context of a more sustainable funding framework. This notice is used to: 1. Advertise a market engagement event taking place at the Town Hall on 5th October 2026 2. Collect information from small local suppliers who may wish to work as a sub-contractor to the main contractor in delivery of the required services 1.
