This notice has been updated to reflect a change in the proposed procurement strategy. The Council no longer intends to establish a framework and instead proposes to award eight separate contracts based on geographical areas. The procurement title has been amended to reflect this revised approach. The proposed maximum contract duration has increased from 6 years to 10 years, and the anticipated contract dates and estimated tender notice publication date have also been updated.
Herefordshire Council is looking to commission suitably qualified providers to deliver care and support services to people in their own home. The service will enable people to meet their outcomes through the delivery of high-quality personal care and support. Providers will deliver enabling home care that meets the person's needs, maintains and increases their independence and minimises their need for formal care. The service will be provided to adults aged 18 years and over who live in Herefordshire and have been assessed as eligible for social care services. Subject to formal governance, the service is proposed to be divided into 8 Lots based on geographical location: Lot 1 - Mortimer, Lot 2 - Leominster, Lot 3 - Bromyard, Lot 4 - Ledbury, Lot 5 - Ross-on-Wye, Lot 6 - Kington, Weobley and Golden Valley, Lot 7 - Hereford North, Lot 8 - Hereford South. Bidders will be permitted to submit a tender for more than one Lot, depending on the service area they are able to cover and their capability and capacity to meet the requirements of the relevant Lot(s). To promote market sustainability and provider diversity, the Council will limit the award to a maximum of two Lots per successful bidder. The Council intends to award a maximum of one contract for each Lot.
