| Award Criteria: | This notice relates to an EOI / participation shortlisting stage for a below-threshold competitive works procurement. At this stage, suppliers will be assessed against the participation criteria set out in the EOI / Participation Stage Shortlisting Document. The participation stage is not a pricing exercise and full tender pricing is not required at this stage. The College will assess participation responses using the pass/fail and scored shortlisting criteria stated in the EOI / Participation Stage Shortlisting Document. These criteria cover supplier suitability, relevant boiler / heating plant experience, technical capability, survey approach, sustainability and lifecycle value, resource and programme capacity, live college environment experience, health and safety / CDM competence, tender commitment and references. Following the participation stage, the College intends to shortlist suitable suppliers to the formal tender stage. Suppliers invited to the formal tender stage will be assessed separately using the formal tender evaluation criteria issued with the tender documents. The formal tender assessment is expected to consider both cost and quality. |

Orbital South Colleges / East Surrey College is seeking expressions of interest from suitably experienced contractors for the replacement, upgrade or improvement of the existing boiler plant serving the Gatton Point North and Gatton Point South sites at East Surrey College. This is a below-threshold competitive works procurement. This first stage is an EOI / participation shortlisting stage only. Full pricing, detailed technical proposals, detailed design drawings and site-specific RAMS are not required at this stage. The purpose of this stage is to assess supplier suitability to be invited to the formal tender stage.
