Addendum 01 - Agency Staffing Framework 2026/27 (OSC-ASF-2026-27) Following publication of the Tender Notice, additional tender documents have been issued. The following appendices referenced within the ITT are now available and form part of the procurement documentation: • Appendix D - Candidate Compliance Pack Template / SCR Evidence Schedule • Appendix E - Financial Health Questionnaire • Appendix G - Conflict of Interest Declaration • Appendix H - Social Value Response Template • Appendix I - Contract Management Framework • Appendix J - Draft Framework Agreement and Standard Assignment Terms • Appendix K - Sample Management Information Report • Appendix L - Data Processing and Confidentiality Schedule These documents should be read in conjunction with the original ITT and all tenderers are required to take account of the additional documentation when preparing their tender submission.

Orbital South Colleges is seeking to establish a multi-supplier Agency Staffing Framework for the provision of temporary, fixed-term, emergency, interim and project staffing services across curriculum delivery, SEND and learner support, professional services, estates and facilities, IT and digital services, and specialist consultancy functions. The framework will support East Surrey College, John Ruskin College and Reigate School of Art and will provide access to suitably qualified, education-sector compliant staffing agencies capable of responding to specialist, hard-to-fill, emergency and short-term staffing requirements.
Provision of temporary curriculum staffing, including lecturers, tutors, trainers, assessors, skills coaches, demonstrators, instructors and specialist curriculum practitioners across Orbital South Colleges. Services may be required to support post-16, adult, apprenticeship, higher education and community learning provision.
Provision of temporary staffing services to support Special Educational Needs and Disabilities (SEND), inclusion and learner support requirements across Orbital South Colleges, including East Surrey College, John Ruskin College and Reigate School of Art. Services may include Learning Support Assistants, Specialist SEND Practitioners, EHCP Support Workers, Communication Support Workers, Study Support Assistants, Inclusion Support Staff and other learner-facing support roles required to meet individual learner needs and maintain continuity of support services
