The Borough Council of Bolton ("the Authority") is seeking tenders to establish a comprehensive Professional Services Framework to support both current and future requirements across Capital Projects and Operational Estates. The Framework is intended to provide access to a broad range of technical disciplines required to deliver planned and prioritised works, lifecycle investment planning, statutory compliance, due diligence, feasibility studies, and comprehensive Condition and Asset Surveys across the Council's property portfolio. The Framework will ensure that the Council can draw upon suitably qualified and experienced professional consultants across the built environment to support strategic asset planning, project development, statutory compliance, capital programme formation, and evidence based decision making. The Framework is broken down into the following Lots: Lot 1 - Building Fabric and Ground Condition Surveys Lot 2a - Architect Services Lot 2b - Heritage Architects Services Lot 3 - Mechanical, Electrical and Building Services Asset Surveys Lot 4 - Quantity Surveying, Cost Planning, and Commercial Support Lot 5 - CDM and Principal Designer Services Lot 6 - Structural and Fire Engineering (as required) Lot 7 - Multidisciplinary Consultancy This Procurement is being conducted in accordance with the Procurement Act 2023, using the Closed Framework Procedure. It is intended for the Framework to commence 2 November 2026 for a period of 4 years, subject to the information, specification and tender package enclosed.
This Lot covers internal and external building fabric condition surveys undertaken by Chartered Building Surveyors and supported, where necessary, by architectural input. Services include: • Full building fabric condition surveys across all asset types • Condition grading and elemental assessment • Identification of defects, risks, and statutory compliance issues • Lifecycle forecasting of building fabric components • Assessment of roofs, façades, windows, internal fabric, and structural envelope • Space functionality, design compliance and general suitability assessments • Digital capture of condition data, photographic evidence and defect mapping • Contribution to the Council's prioritised planned works programmes
Contract period: — → 1 November 2030
This Lot provides architectural consultancy to support capital schemes, feasibility work, design development, and technical advice arising from survey findings. Services include: • Architectural feasibility studies • Options appraisals, concept layouts and planning considerations • Technical design support linked to identified condition issues • Building Regulations compliance advice • Design solutions for refurbishment, remodelling or replacement works • Input into multidisciplinary project design teams • Support in resolving historical design deficiencies or operational layout issues

This Lot covers projects and properties of historical, listed or conservation significance. Services include: • Conservation led building surveys and feasibility studies • Heritage impact assessments • Listed building consent support • Specialist advice on preservation, conservation and restoration techniques • Collaboration with planning, conservation officers and statutory bodies

This Lot provides technical assessment, verification, and lifecycle analysis of all building services systems by qualified MEP engineers. Services include: • Identification, tagging and verification of all MEP assets • Mechanical, electrical and public health condition surveys • Compliance assessment (including BS 7671, Gas Safety, F Gas, ventilation and life safety systems) • Performance assessments and end of life analysis • Lifecycle replacement forecasting and prioritised recommendations • Asset labelling, mapping and structured data capture • Compatibility of datasets with the Council's systems (e.g. MRI Evolution)
Contract period: — → 1 November 2030
This Lot provides commercial and financial expertise to ensure robust investment planning and accurate cost modelling. Services include: • Cost estimates for remedial works and capital schemes • Lifecycle and whole life cost modelling • Multi year investment planning aligned to asset condition data • Validation of contractor pricing and scope proposals • Support to capital programme development and prioritisation processes

This Lot provides support in accordance with the Construction (Design and Management) Regulations 2015. Services include: • Identification of foreseeable health and safety hazards • Principal Designer duties relating to future capital works • Design risk management and CDM compliance advice • Specialist input regarding safe access, plant rooms, roof areas, confined spaces and high risk assets • Development of design risk registers to inform capital and planned works
Contract period: — → 1 November 2030
This optional Lot is available where structural or fire safety matters are identified through surveys or feasibility work. Services include: • Structural investigations and integrity assessments • Evaluation of structural deterioration and load bearing capacity • Fire engineering advice related to compartmentation, alarms, AOV, evacuation routes and life safety systems • Integration of structural and fire engineering findings into architectural and MEP recommendations • Party wall and structural compliance services where required
Contract period: — → 1 November 2030
This Lot enables the appointment of suppliers capable of delivering integrated multidisciplinary services covering any combination of Lots 1-6. Services include: • Full or partial multidisciplinary bundles • Unified reporting and consolidated outputs • Single team coordination across fabric, MEP, cost, structural and safety disciplines • End to end support for capital project development and estate wide survey programmes
