The FSA is commissioning research to support understanding of the evidence gaps in regard to the economic impact of full cost recovery – the counterfactual, to be understood in line with HM Treasury Green Book Guidance and necessary for any impact assessment – on proposed options for change – would have upon the meat supply chain. Hence, the overarching aim of the research is to: • Address evidence gaps on the hypothetical economic impact of full cost recovery (discount removal) on: o Abattoirs. o Abattoir users (i.e. producers/farmers/livestock markets). o Food Business Operators (i.e. wholesalers, retailers and food services). o Consumers.
