Collection of network data and correction of energy billing National Highways is seeking a consultant to undertake a rapid auditable survey of the North West and North East strategic road network and subsequent data correction exercise. The objective is to identify the location of road lighting columns and the presence of LED or non-LED luminaires, and to use that data to update and correct the inventories used to inform monthly energy billing, as well as providing a revised national baseline on lighting quantities, energy and carbon. National Highways requires a consultant who has expert knowledge of the different lighting asset inventories that is currently in use in each Region. Consultant must have extensive experience in conducting a national survey and working with National Highways Energy and Billing team in updating asset inventory data. In addition, the supplier must have expert knowledge on the existing National Highways street lighting billing process and billing data that is used in order to allow the Client to make the necessary amendments to reduce its monthly opex cost and reporting carbon. This survey is imperative in enabling National Highways to achieve its RIS 2 carbon reduction KPI by March 2025; it is therefore time critical.
