National Highways will be looking to re-procure a replacement National Vehicle Recovery Service Contract to remove broken down, abandoned or damaged vehicles from the Strategic Road Network (SRN) within England, where instructed by a National Highways Traffic Officer. This will be a statutory vehicle recovery service that will include a debt recovery service to recover outstanding sums from customers. For this contract, statutory charges will apply under The Removal, Storage and Disposal of Motor Vehicles (Amendment) Regulations 2023 - link: https://www.legislation.gov.uk/uksi/2023/331/contents/made (copy and paste link into browser) A replacement contract is required by 1/07/2026 (Go Live). The current service includes: 1) A statutory vehicle removal/recovery service (including vehicle shed loads) that can also include the storage and disposal of vehicles and includes the recovery of the associated statutory charges that apply 2) Pre-positioning – this is where recovery vehicles are essentially placed on ‘standby’ to react to events such as severe weather and/or large trafficked social events 3) Scheme Maintenance – similar to statutory recovery, but where recovery services are used during maintenance schemes 4) Recovery of the statutory fees (from customers) Statutory removals are focussed on those parts of the SRN within England that are patrolled by Traffic Officers, who have the power sanctioned within The Removal and Disposal of Vehicles (Traffic Officers) (England) Regulations 2008 link: https://www.legislation.gov.uk/uksi/2008/2367/contents/made (copy and paste link to browser to view) to remove vehicles. It is expected that this service will be funded almost entirely by income received from removals, storage and disposal of vehicles. Anticipated volumes of statutory removals are expected to be between 20 - 22,000 vehicles per annum.
