Technical advice to National Highways Quality Group in demonstrating the benefits of improved quality Short term goal - demonstration of £20m efficiency through specific case studies by end of FY 2024-2025. Work with the Quality group to engage with National Highways directorates & supply chain to build a picture of quality approaches across the organisation. Identify specific case study examples which highlight efficiency savings of approx. £20m and report these through National Highways formal efficiency capture processes for due governance. Identify and analyse available records & data for the purpose of developing specific case studies i.e. shortened asset life of Pavement, rework of Precast and improvement in overall quality maturity rating. Scope of benefit opportunities to be framed around: Re-work - benefits arising from prevention of issues requiring correction before a scheme goes live, or after operation. This includes transversal opportunities that present a risk across multiple projects. Shortened Asset life - assets requiring maintenance or rebuild earlier than planned. Improved quality maturity - benefits arising from improvements in organisational quality maturity Longer term goal- development of a model to quantify the benefits of improving quality across a number of themes. Building on the engagement to build a model of National Highways expenditure and impact of poor quality as a range of percentage of this spend. Model to build in benefits realisation potential across a spectrum of themes namely efficiency, carbon, safety, customer experience Build in experience of in cost of maintenance and lifecycle modelling in P-AMS Review the model with Quality Group and wider stakeholders to test modelling assumptions and results Agree amendments to the model and 'scenarios' which demonstrate different situations, for example the scale of potential benefits from improving quality by X% Finalise and deliver model (format to be explored) to National Highways for sustainable use in demonstrating benefits resulting from improving quality.
