Scotland's official e-procurement portal where public bodies advertise contract opportunities and suppliers register to access tenders above £50,000.
Public Contracts Scotland (PCS) is the Scottish Government's centralised e-procurement platform that serves as the single point of access for public sector contract opportunities in Scotland. All Scottish public bodies must advertise contracts valued above £50,000 on PCS, with EU-threshold contracts (above £189,330 for supplies/services and £4,733,252 for works as of 2021) also published on Find a Tender Service.
Suppliers must register on PCS to access tender documents and submit bids. The portal provides search functionality by sector, location, contract value, and procurement stage. It also hosts the Public Contracts Scotland-Tender (PCS-T) system for electronic tender submission and evaluation.
PCS integrates with the national Supplier Registration Service, allowing businesses to maintain a single profile across Scottish public procurement. The platform supports the full procurement lifecycle from initial market engagement through to contract award notices.
The portal publishes prior information notices, contract notices, and award notices in compliance with the Procurement Reform (Scotland) Act 2014 and retained EU procurement directives. It also facilitates community benefit requirements and supported business considerations mandated by Scottish procurement policy.
PCS democratises access to public sector opportunities by providing transparency and equal access for suppliers of all sizes. For public bodies, it ensures compliance with advertising requirements whilst providing standardised processes and templates. The platform supports Scotland's procurement priorities including community wealth building, net-zero commitments, and fair work practices through mandatory reporting fields and evaluation criteria.
