NHS framework for procuring healthcare construction works, established to streamline capital projects and ensure value for money across the health service.
ProCure23 is the NHS's framework agreement for procuring construction, infrastructure and related services across the healthcare sector. Launched to replace previous frameworks, it provides a structured route for NHS trusts, foundation trusts and other health bodies to access pre-qualified contractors and consultants for capital projects.
The framework covers the full spectrum of healthcare construction from minor works and maintenance through to major new hospital builds and complex refurbishments. It includes provisions for traditional procurement routes as well as alternative delivery models.
The framework operates through multiple lots organised by project value, geographical coverage and specialist requirements. Suppliers are pre-qualified based on technical capability, financial standing and track record in healthcare construction.
NHS organisations can access the framework through mini-competitions between appointed suppliers, direct awards where criteria are met, or call-off arrangements depending on the lot structure and project requirements. This eliminates the need for lengthy OJEU procurement processes for individual projects.
ProCure23 delivers standardised approaches to healthcare construction procurement, reducing procurement timescales and administrative burden on NHS organisations. It incorporates specific requirements for healthcare environments including infection control, clinical adjacencies and operational continuity during construction phases.
